Currently, IT has become an important driving force for development of education reform. The traditional model of education has already couldn’t meet the needs of modern society and be unable to cultivate talents with lifelong learning ability. IT beyonds the limitation of time and space, changing people’s learning styles and habits and promoting the innovation of teaching model. As a kind of new teaching model, the flipped classroom combines the advantages of information technology with classroom teaching perfectly. It lets the students understand learning content through short instructional videos before class, while solving some problems through learning activities in the classroom. In the flipped teaching model, students’learning efficiency has been improved and higher-order thinking skill has been developed. It embodies the concept of effective learning. However, the flipped classroom is still in its infancy in China at present, there are many problems that affect the teaching effect on the road of localization. People question the meaning of flipped classroom while didn’t see the essence of these problems. This is not conducive to implementation and promotion of the flipped classroom model in our country smoothly, it is not also conducive to the further development of the future teaching.The purpose of this study is to define the connotation of effective learning of the flipped classroom and break people’s misunderstanding to flipped classroom. Then, the author wants to explore the problems of the flipped classroom currently from the perspective of effective learning concept. Finally, some suggestions and measures for effective flipped classroom are put forward.Firstly, this study analyzes the concept of effective learning, the connotation of flipped classroom and the relevant theoretical basis. Secondly, according to the characteristics and conditions of effective learning and the conception of flipped classroom, a new notion that flipped classroom is a kind of teaching model to promote students’ effective learning is presented. Then, an investigation of this study was done in a middle school which is selected as pilot school of the flipped classroom, to probe the real gap between current flipped classroom and effective learning concept, the teaching problems that influence effective learning under the flipped classroom model are discussed as well. Finally, the problems and obstacles of the flipped classroom model in China are summed up and the suggestions and countermeasures of effective implementation of flipped classroom are put forward as well.
