Research On The Quality Of The Talent Training Scheme’s Establishment And Operation Of Newly Built Undergraduate College

Newly built colleges are upgraded from a technical college independently or from the different leveled colleges to a undergraduate college. These colleges have not only conformed with the development situations of popularization of higher education and met the needs of the growing diversification of higher education, but also have satisfied the needs of local economic development and enriched the layout structure of higher education.Talent training is the core function and basic task of the university education. The talent training scheme is the guidance file to carry out the talent training work, and it plays an instructive role for Newly built colleges which are lack of the school-running experience, so the quality of the talent training scheme’s establishment and operation has a direct impact on the Newly built college’s talent training quality.Based on university positioning theory and total quality management theory, This research uses the method of literature investigation and statistics to analyze 12 Newly built colleges’ relevant state data, which is about 378 undergraduate professionals’talent training schemes from 11 provinces (municipalities), this paper will study the schemes’ establishment and operation quality, analyze the cause of those existing problems and put forward some corrective suggestions on them.The paper consists of five parts. In the first part, it will clarify the study background and significance of the quality of the talent training scheme’s establishment and operation, and summarize its research status and explicit the contents and methods. In the second part, it’s the theoretical study of the quality of the talent training scheme’s establishment and operation professional building, which starts from the concept of Newly built college, talent training scheme, establishment and operation quality to elaborate the theoretical basis. In the third part, it analyzes the talent training scheme establishment situation, the professional teaching plan implementation and the realization of talent training goal, and it will point out the problems in the establishment and operation of talent training scheme that are concluded from the data analysis results. In the fourth part, the reasons resulting in the problems will be analyzed from the aspects of country, local governments and the newly built colleges. In the last part, it will put forward some measures.The main conclusion of this paper is that the quality of new colleges talent training scheme is not high. In the future, we should pay attention to the talent training scheme, and strengthen the quality control of the whole process of project running. The main problems of the talent training scheme’s establishment and operation are as follows:the statement of project is incomplete, training target positioning is incorrect; teaching planning is incomplete, curriculum system structure is reasonable; the teaching plan execution is not strict; initial employment rate is not high. To solve these problems, we can improve the funding system and tenure appraisal system, the local government should enhance investment in learning and updating, new colleges school should update the running idea and improve the ability of operation and management countermeasures to optimize the talent training scheme.
