A large number of academies has become four-year undergraduate universities under the influence of national policy since 2000. Most of these academies are located in municipal city and the local department is their competent department. Therefore, these academies are often called “the newly-built local undergraduate colleges and universities”. The development of these universities is only ten years. The present development of these universities, the obstacles and difficulties in the transformation of the road and the realization of the sustainable development of these kind of colleges and universities are becoming the focus of higher academic circle at present. This study defines the related concepts of “the newly-built local undergraduate colleges and universities”, introduces the present situation of the newly-built local undergraduate colleges and universities, and analyzes the related factors affecting the development of these kind of academies and universities. Then, it determines the important aspect of affecting the development of newly built local undergraduate universities. This thesis combines the qualitative with quantitative research method and discusses the real difficulties in the development of the transformation of the newly built local undergraduate universities.First of all, this thesis analyzes the theory of popularization of higher education and social division of labor theory so as to discuss the theoretical connotation of the development of the newly-built local undergraduate universities transformation. Then, using collected related development data of the 349 newly-built local undergraduate colleges and universities conduct quantitative and qualitative analysis. According to the result, the factors that influence the development of the newly-built local undergraduate colleges and universities are divided into three aspects:(1) upgraded factors;(2) regional relations;(3) the state of running school. Upgraded factors include upgraded reasons and upgraded times. Regional relations include geographical distribution and competent department. The state of running school includes the number of students, undergraduate majors and covered subjects.Then, conducting further study from the present internal development of school and external factors of the development of the newly-built local undergraduate colleges and universities on the basis of above datum. This part focused on the analysis of the present situation of the undergraduate specialties, the number of students, and school types. The external factors analyzes the competent department, regional distribution and current situation of the development of educational nature.Finally, it concludes three real difficulties of the transformation of the newly built local undergraduate universities, that is, the bottleneck of subject construction, the characteristics of running school is not prominent and the regional development is unbalanced. Then it puts forward the suggestions of the newly-built local undergraduate colleges and universities transform into applied colleges. They should consider from government level and the school itself.
