With the rapid development of information technology and network technology, the means of information has been integrated into all the areas of society, the education has brought profound changes.Under the background of education informatization, the author conducted an investigation in hubei province and zhejiang province on the present situation of vocational college teachers’ instructional ability,combined with literature analysis and interview method. According to the survey results, the author constructs the structural model of the vocational college teachers’ information instructional capabilities based existing research, and make a detailed interpretation.The first chapter introduces the research background, research purpose and significance, research methods and domestic and foreign research current situation, sums up the other scholars to the definition and the structure of teachers’ instructional ability.The second chapter,under the experts’ guidance through needs analysis and document analysis the author designs the questionnaire and interview outline according to the research purpose of this paper and existing research, and specifys the object of questionnaire survey and interview survey respectively.The third chapter mainly discusses the survey of vocational college teachers at Zhejiang and Hubei province, and founds that the present situation of vocational college teachers’ information instructional ability:①The vocational college teachers have information teaching consciousness,and they have good attitude toward information technology teaching;②The vocational college teachers are familiar with the relevant skills;③The vocational college teachers have a general level of information teaching applications;④The vocational college teachers have a general level of information teaching design and development;⑤The vocational college teachers have a general level of teaching research; ⑥The information teaching equipment of vocational schools is not perfect. The part summarizes the influence factors which restrict the development of the vocational college teachers’ information instructional ability (such as gender、age、 teaching life),and provides reference data for ability promotion strategy.The fourth chapter construct a ladder-like structure framework of vocational college teachers’ information instructional ability according to the results of the survey analysis and the the educational information norms.The framework includes five capabilities, namely:①Consciousness and responsibility; ②The foundation and skills; ③Application and practice; ④Design and development;⑤Research and innovation. Each ability includes multiple elements and a number of specific indicators, and specify the elements of each ability.The fifth chapter summarizes the whole researching work and generalizes the conclusion of the research and points out the study of the innovation and unsolved problems.
