As the comprehensive and in-depth application of information technology in the field of education, major changes have taken place in teaching structure, which is a huge challenge for primary and secondary school teachers of foundation education. In order to develop the primary and secondary school teachers for adapting to the era of information, our country have carried out a series of teacher training about "information technology", such as " continue education project of the primary and secondary school ", " Intel Teach to the Future project". At the same time, our ministry of education promulgated “the primary and secondary school education technology ability standard(trial)” in 2004, and organized and implemented the project of "the plan about education technology ability construction for national primary and secondary school teachers" in 2005. In this background, the studies about "the information teaching" and "teachers' teaching ability with information technology” cause the attention of scholars. Different scholars carry out the research what is information teaching, that teachers will be how to develop information teaching, and that teachers' information teaching ability will be how to cultivate and develop from different perspective. Research object almost involves many disciplines, but study about information teaching ability for the primary and secondary school information teachers is relatively lacking. Taking "Gansu province high school information technology teachers" as an example, this paper systematically research ability of information teaching aimed at the high school information technology teachers.The purpose of this study is to determine the structure system of high school information technology teachers' information teaching ability,which is to offer a theoretical basis for situation investigation, then carry out situation investigation of information teaching ability in Gansu high school information technology teachers, which is to provide scientific and effective opinions and suggestions for their development.On the basis of documentary research, this study adopt Delphi method with table and survey research to explore structure of teaching competencies with information technology for high school information technology teachers. Through reading the literature and theory, the author initially identify the rudiments of information teaching ability structure for high school information technology teachers, and document expert consultation questionnaire by relying on the prototype structure to further determine its ability structure. According to the determined ability structure, the present situation investigation questionnaire is compiled,and project's analysis and the test of reliability and validity had carried out, which confirm the ability structure indirectly. The purpose of this study is to provide a questionnaire for the follow-up survey, and put forward the corresponding opinions and suggestions.This paper consists of six chapters:Chapter 1:Introduction. This part mainly presents the research background, research status at home and abroad, purpose, significance and research ideas.Chapter 2:Prototype of information teaching ability structure on high school information technology teachers. On the basis of literature research, this chapter initially form the information teaching ability structure on high school information technology teachers by reading of "Technological Pedagogical Content Knowledge" and "Educational Technology Competency Standards for Primary and secondary school teachers" and other related theories.Chapter 3:Formation of information teaching ability structure on high school information technology teachers. Experts are asked two rounds by using the Delphi method with table, which form the information teaching ability structure that include 7 primary and 21 secondary skills on high school information technology teachers.Chapter 4:Condition investigation of information teaching ability structure on high school information technology teachers. This chapter make the present situation investigation questionnaire mainly basing on the determined teaching ability structure, and carry out the prediction and survey of questionnaire with the help of the network survey tool "the questionnaire star". The analysis of project, principal component factor and reliability are carried out on the 30 questionnaires to ensure that the questionnaire was in accordance with the requirements of the survey. Then taking the "Gansu high school information technology teachers" as an example, a survey and analysis of the status has launched. The analysis of the current situation mainly includes descriptive analysis, difference analysis and influence factors analysis.Chapter 5 : Strategies and recommendations of high school information technology teachers to enhance the information teaching ability. Strategies and recommendations are mainly from the three aspects:to stimulate the motivation of teachers' development, to find teachers' self-development ways and to provide the necessary services and supports.Chapter 6:Retrospect and Prospect. This part summarizes the main conclusions and deficiencies of this study.By theory analysis and expert consultation, high school information technology teachers' information teaching ability structure mainly consists the awareness and attitudes of information teaching, learning ability of information technology, technology literacy, and designation ability of information teaching, implementation ability of information teaching, evaluation ability of information teaching. The overall level of information teaching ability on high school information technology teachers is poor, which is found by Data in Gansu Province. Information teaching ability of high school information technology teachers have significant differences in age, title, education, and training. Development of information teaching ability of high school information technology teachers have effected and restricted by the following five factors: status of information subject, relational training, Resources and Environment, School Factors, Teacher Factors. Based on the analysis of present status and influencing factors, the author raises relevant strategy to enhance the teaching ability of information technology of high school teachers in information technology from the three aspects, such as stimulating motives of teachers' development, approaches of teachers' self-development and strategies needed to support. First,developmental motivation: Students' demand for information technology knowledge and a sound evaluation mechanism have a promotion for the teachers' teaching ability; Second, self-development approach: The cultivation of the consciousness of information teaching, the independent study of the diversification, the development of information teaching practice, the active teaching reflection, the strengthening of cooperation and communication; Third, support strategies for the development of information technology teachers in senior high school: accelerate the construction of information teaching environment, develop and optimize of resources, build a network communication platform, strengthen training.
