In recent years, With the implementation of China’s strategy of rejuvenating the country through science and education and the constant deepen reform of education system, vocational education especially the higher vocational education, play a more and more important status and role in the national education system.The state attaches great importance to vocational education development.The State Council and the Ministry of Education have issued several guidance documents to promote the vocational education development. The higher vocational education has met the rare opportunities for development and entered into the fast lane for development. However, higher vocational colleges are also facing some bottlenecks in the process of rapid development, which has restricted the further improvement for school running ability. An important aspect is the personnel management.This paper discusses the guiding significance of related management theories to the personnel management of Higher Vocational Colleges on the basis of clear analysis for the basic concept, content, and mission of personnel management of Higher Vocational Colleges, as well as the basis of domestic and foreign research results about the personnel management of Higher Vocational Colleges. The paper analyses and introduces the general situation of the domestic general vocational college personnel management. Taking X vocational colleges as a merged comprehensive vocational colleges sample in the central area, it discusses the particularity of the personnel management of the college in personnel management system, mechanism, content, and ways. Based on summing up the work of personnel management results, it tries to find out the existing problems embodied in the following aspects:it lacks long-term planning for teaching staff development; performance evaluation system design is not scientific; it’s not enough for teaching team building efforts; non teacher personnel training is neglected; classification and weight of incentive measures are limited, etc. The paper puts forward countermeasures to improve the personnel management of Higher Vocational Colleges according to the analysis of the adverse impact of these problems and the causes of these problems.The research has pertinence and strong guidance to improve scientific personnel management of the higher vocational colleges in our country especially the merger and reorganizational comprehensive vocational colleges in the central area, to strengthen the teaching staff team construction, to enhance the ability of schools, and to enhance the overall quality of running a school. Of course, it still needs to carry on the concrete analysis and the corresponding adjustment according to the actual situation of Higher Vocational Colleges.
