New Curriculum emphasizes that courses should contact with the student’s life reality, should can promote the ability of the student exchanges and communication, in 2007, the ministry of education issued 《The deaf school compulsory education curriculum experiment scheme》, which adding the communication and exchanges courses, and become the compulsory subject of hearing impaired students, and this reflected that the deaf school education conform to the trend of our basic education reform.It has long been a question that deaf school teaching goal is single, teaching is out of social actual life and learning, teaching mode and students learning style is backward.Therefore, how to implement communication and communication course is a big part in deaf education curriculum reform.This research is in view of the teachers to study the implementation of the communication and exchanges curriculum’s present situation and existing problems, using the questionnaire survey method, observation method and interview method to research hearing-impaired students’ communication and exchanges curriculum implementation status, and on this basis puts forward the corresponding countermeasures.First, a questionnaire survey was conducted for communication and exchanges curriculum implementation, from the perspective of teachers to understand the identity of the teacher to communication and exchanges curriculum. These are including: Teachers’ cognition of the communication and exchanges curriculum, Teachers ’identity to support for communication and exchanges curriculum of school, Teachers’teaching experience of communication and exchanges curriculum, teachers’ identity of the social support, The identity of the teachers’ behavior.Second, using the grounded theory to analyse the communication and exchanges curriculum implementation,and get a conclusion:support, resource allocation, textbooks construction, teaching content and teaching effect overall imbalance led to the decrease of the communication and exchanges curriculum teaching quality comprehensively.At last, on the basis of analyzing the present situation of communication and exchanges curriculum implementation, received the following conclusions:(a) the implementation of communication and exchanges curriculum is of great significance, but the standardization and scientific of communication and exchanges curriculum need to be improved. (b) the enthusiasm of teachers to participate in communication and exchanges curriculum is very strong, but the lack of their own professional development.(c)The leading of society and school to communication and exchanges curriculum is not strong, which leading to the difficult of curriculum implementation. (d) communication and exchanges curriculum is poor in all aspects of the teaching process, and facing the plight of the comprehensive teaching quality. And put forward the following Suggestions: (a) to strengthen the school-based teaching materials construction of communication and exchanges curriculum, improving teaching normative. (b) to strengthen communication and exchanges curriculum teachers’ training, enhancing teachers’ confidence in teaching. (c) the deaf students’ communicative ability development as the core, strengthen the innovative and interesting of teaching content.
