Research On The Cooperative Innovation Mode And Operating Mechanism Of Universities In Sichuan Province

The 21 st century is called "the era of knowledge economy",the development of science and technology is very important to society,to the country and to the region.At this time,innovation as the engine to promote the development of science and technology,bear the impetus of social progress,leading the economic development of the main power.In order to realize the national innovation ability and the enhancement of the scientific and technological strength,it is not in the passive position in the international competition,more and more countries begin to focus on the development of innovation activities.China fully recognizes the important position of institutions of higher learning in a national innovation system.During the centennial celebration of Tsinghua University in April 2011,Comrade Hu Jintao first put forward "cooperative innovation" to the height of the national strategic position,and encouraged universities and scientific research institutes to cooperate with enterprises to promote scientific and technological progress through collaborative innovation.In the May 2012,"collaborative innovation" as the theme of "Higher Education Innovation Capacity Training program" is referred to as "2011 plan" began to implement.Under the call of "2011 plan",the Cooperative innovation of universities has been greatly developed.Among them,the collaborative innovation of the universities in Sichuan province also follows the national strategic call and begins to develop vigorously.At the same time,because the construction of collaborative innovation in our country is still in the initial stage,the research on the theory and application of collaborative innovation in colleges and universities need to be strengthened.Therefore,based on the perspective of "collaborative innovation in colleges and universities",from the point of view of innovation-driven development strategy,this paper introduces the present research situation of collaborative innovation at home and abroad,and introduces synergetic theory,cooperative innovation theory and Triple helix theory.By analyzing the mode design and operation mechanism optimization of the cooperative innovation of the universities in Sichuan province,this paper puts forward some suggestions on the cooperative Innovation model,operation mechanism and external guarantee of the universities in Sichuan province in order to promote the cooperation and innovation development of the universities in Sichuan province and enhance theefficiency of scientific and technological innovation.It can provide a practical reference for the development of collaborative innovation in Sichuan and even in China.
