Education equity is the key to achieving social justice and it constitutes the basis for socialstability. Education fairness and the socialist core values have close relations, affect people forsocial equity and justice concept to remain. At the same time,As the initial stage of lifeeducation, basic education plays an important role in guiding one’s life. With the developmentof the productive forces accelerates urbanization in our country, the importance of educationis increasingly highlighted and basic education equity issues in urban areas also havegradually been a cause for concern. In the transition period of China, researching the urbanbasic education equity issues has important theoretical and practical significance.Based on the research on education equity issues by related scholars at home and abroad,putting the justice view of the core socialist values,education equity view of Marxism, publicproduct theory, equity view of Rawls as the theoretical basis, using principles of equity ofbasic education in urban areas as benchmark, integrating use of questionnaires surveys,interviews and site visits to research basic education equity issues in Wuxi urban areas. Someissues about urban basic education in Wuxi are as follows:misallocation of educationresource;unequal access to education between populations;unequal education process;pooreducation environment of vulnerable groups and so on. Reasons that cause urban basiceducation equity issues are diverse.Absence of justice view of the core socialist values,thetraditional elitist education model,the expansion of social stratification, lacking of relatededucation policies,laws and regulations,the diversity of educational philosophy of schools andteaching methods and the absence of government functions are the main influence factors.Based on analysis of Wuxi urban basic education problem situation and the issues whichexist in the course of Wuxi urban basic education equity and combined with its reasons, fromthe function of the core socialist values,the education sector and the government these twomain subjects to explore the countermeasures for implementation of Wuxi urban basiceducation equity. All in all,in the process of achieving education equity,the ideologicalconcept transformation is the forerunner;the balance of allocation of resources is the keypoint;scientific management methods are the means;the system construction is the guarantee;so as to gradually achieve the best combination of equity and efficiency, and then the basiceducation equity in Wuxi urban areas.
