In the era of knowledge economy, with the rapid progress in science andtechnology,global competition is more and more prominent performance for the talentcompetition, in which human resources has become the most important strategicresource,and high level human resources is the key to national innovation.Xi generalsecretary once indicate that,at the100th anniversary of Western Returned ScholarsAssociation,we are more than any other time in history closer to the grand goal ofrealizing the great rejuvenation of the Chinese nation,and more thirsty for personnel.Formulated by the central,China’s national medium and long-term talent developmentPlan outline has established the guidelines of "people first”. Both thirst for talents andtalent working mechanism innovations have put forward higher requirements for talentservice.High-level personnel not only possess high theoretical knowledge level andinnovation ability of scientific research,but also have higher practical operation abilityand strain capacity,showing the strong adaptability and innovation,all which are inurgent need of energy in China’s economic and social development. With high level,high-personnel also has the characteristics of scarcity. Especially under the condition oftoday’s lack of high-level personnel in our country,how to attract talents retain talentshas become the talent service priority in today’s competitive society.Zhuhai, as the pioneer of the national regional innovation, attaches greatimportance to the high-level talents, undertaking a series of policies to talentintroduction,development and use,doing lots of practical job,all which achievedfruitful results. Although Zhuhai has had a certain work in the foundation of high-levelwork, but the actual demand and shortage still exists. And the contradiction betweenthe high-level and the huge demand for the practical work will be growing.Based on this, constantly promoting innovation in high personnel is cruel.Through establishing a computer network platform and one-stop service center(alsocalled green channel),offering approval service,policy advice and tracking service,we can provide the high level talented person more convenient,more intimate,more efficient service,at the same time,the platform and center provides a strong talentsupport and a great convenience and security for the systems and mechanisms forgathering talents and developments. Therefore,to build high-level personnel one-stopservice platform is of great significance. By which, Zhuhai can get a betterimplementation and even the whole country can promote high-level personnel servicesystem.
