The higher vocational education (HVE) is a vital part of higher education. For employment oriented, it can meet the demand of market and joins social post demand to schooling. Professional construction as a systematic engineering in higher vocational colleges (HVC) has long been emphasized in educational circle, because developing, setting and adjusting professional construction is not only related to the survival and development of HVC, but also to the quality of talent cultivation, and to a certain extent, even to affect the social distribution of posts, student employment, and the livelihood and social stability. This study, taking Fuzhou Vocational and Technical College (VTC) as an example, is to consider theoretical basis of HVE development and basic ideas of professional construction, to discuss the professional connotation construction from the quality and specialty perspectives in the context of Haixi.Methodologically, the author uses the literature method to collect, collate and process relevant resources and the method of questionnaire and interview to receive information and data, analyzes the present situation of professional construction through the data statistics, points out the existing problems, and puts forward some practical measures and strategies of developing, setting and adjusting curriculums. The author studies subject matters step by step. Firstly, the paper overviews the basic theory of our professional construction, elaborates the connotation of professional construction, and demonstrates the necessity of professional construction in HVC. Secondly, the paper understands policies about HVC in Fujian Province, analyzes current situations of Fuzhou VTC from the aspects of professional structure, the integration of it and industrial structure, and students distribution, and finds out that professional system setting can meet the needs of social and economic development in Fuzhou VTC, but there are more majors about art, economy and management, and less majors about engineering and building. Thirdly, this study puts forward some principles of setting professional system based on the context of Haixi economic development; elaborates the strategic requirements of Haixi economic zone, three-industrial structure design and spirit of political documents, and then raises some macro plans and micro suggestions. From a macro perspective, for example, the author offers such suggestions as establishing basic ideas of school management in accordance with Haixi’s development demand, constructing talent training mode with the integration of industry and learning according to the market orientation, setting up the professional system with characteristics in order to serve the local economy, and facilitating staffs’ quality to improve efficiency of professional construction. From a micro perspective, the author presents four problems in professional construction in Fuzhou VTC, such as (1) high rate of students’ loss due to the lack of professional attraction,(2) lack of vocational education characteristics due to serious convergence of professional structure,(3) ineffective market orientation due to the separation of teaching, research and production, and (4) low rate of employment due to less practicality of majors; has a thorough analysis of its external factors and internal factors of the problems, and puts forward some advice to strengthen the construction of engineering and manufacturing majors. Finally, the author raises constructive suggestions and countermeasures of professional construction from the social, government and college levels, and calls for strengthening professional construction management to promote the sustainable development of HVC.
