From the traditional learning to computer learning, network learning, E-learning, M-learning, as well as the current development of ubiquitous learning, teaching resource is always the most important part in the teaching activities. With the development of ICT, the application of digital teaching resources become more and more abundant and varied, and it will promote the development of the school’s teaching management and the students’ Autonomous learning. The deep integration of information technology and education will make radical changes in the modes of teaching and learning. The secondary vocational education is just at the edge of Chinese education. Although subject to State policy-oriented in recent years and the position of the secondary vocational education is raising, there is still a big gap between supply and demand of teaching resource library. The leaders and teachers of the secondary vocational schools in the more developed coastal regions are also having less understanding about teaching resource library. And with the further development of information technology and the modern education theory, the construction of teaching resources service platform based on the construction of teaching resource library enters people’s perspective. Through a questionnaire and interview survey platform construction in all kinds of vocational schools in the region, analysis the existing characteristics and problems, in the construction process,suggest the government give the management functions into a full play, provide policy support, focus on standard construction and provide guidance; it requires the schools to focus on the structure design of platform management, base on the actual platform for customized, strengthen the cooperation between schools and enterprises for platform development, vigorously develop the effectiveness of professional team play platform; it also requires teachers to change their personal orientation, fully aware of the importance of lifelong concept in the digital age, teaching others teaches yourself, teaching and research together. Let the service platform be the important way to enhance their own teaching resources and to reap the fruits of teaching.
