With the economy increasingly close contacts around the world, FDI (Foreign Direct Investment, hereinafter referred to as FDI) is increasing rapidly. In2012, Chinese FDI inflows steady, the actual use of FDI amounted to$119.3billion, second only to the United States in the world, the first in21years in a row topped the developing countries. Currently academic human capital does not have a unified definition, based on the overall quality of the relevant academic current definition of the concept of human capital, human capital refers to the person’s education, training, investment and development, cultured people. Human capital is embodied in the human body, the need for people to invest in their own people in order to enhance productivity, investment in human capital, including the direction of education research, training, health, migration, etc., is consistent with the physical capital, human capital can also be bring returns. FDI through direct and indirect channels to influence FDI inflows from direct channels of view, FDI inflows to the host country provides the opportunity for education and training. and thus enhance the level of human capital in the host country; FDI inflows by signaling mechanisms and technology spillover mechanism indirect impact on the growth of Chinese channels to provide human capital,while the level. the level of competition, the degree of financial deepening, the degree of market development and investment environment, the quality of human capital and other factors also affect the absorption efficiency of human capital. Panel data analysis methods in this article, select data1995-2012years18years31provinces. the choice of the average years of schooling to measure the level of human capital in order to measure the amount of foreign capital actually utilized FDI inflows per capita GDP. per capita investment in education per capita as a control variable life years, the relationship between FDI and China’s human capital empirical analysis, empirical results show that FDI inflows to China to promote human capital has a positive effect, while per capita GDP. per capita and per capita investment in education but also in human capital life years have a positive role. Then according to plan cross-age study1995-2012period is three years, empirical results show that, over time, FDI to China human capital increasing impact factor, impact factor that 2007-2012was significantly higher than1995-2000, the empirical results demonstrate that with the economic development, FDI to China’s average years of education continue to strengthen over time, it can also be expected in the future FDI impact on China’s human capital will become increasingly large. Promote the growth of China’s human capital, according to the empirical results presented strengthen overflow channel construction increase in per capita investment in education, income levels, improving the social security system, to promote inter-regional flow of talent and other countermeasures.
