Teaching quality is the lifeline of University survival and development,"teachingevaluation" as an effective means of promoting teachers to improve the quality of universityteaching,it has been widely used in some colleges and universities. Currently teachingevaluation activities of the university basically can objectively reflect the purpose ofclassroom teaching, but has not yet reached to mobilize the enthusiasm of teachers andimprove the teaching quality of university.One reason is the collegiate problem of teachingevaluation index system, therefore, how to build a teaching both objectively reflect the effectof teaching but also mobilize the enthusiasm of the student evaluation system is particularlyimportant, which is the focus of this article studied.Papers analyzed the status of teaching evaluation index system in evaluating teachingactivities from the three direction of the guidelines of teaching, teaching-oriented focus,improving from teaching behavior, and expounded the fundamental goal to mobilize theenthusiasm and promote teacher development in teaching evaluation index system ofinnovation. In order to build teaching evaluation index system that can mobilize theenthusiasm of teachers, the author describe the clarity of the evaluation of contentdevelopment, incentive analysis of three aspects of the evaluation set its efficacy and impactof teaching students’ evaluation of teaching goals from motivation mechanism, Based on thepeople management theory, target management theory, developmental evaluation theory,motivation theory,and try to build the multi-dimensional and multi-level evaluation of thepath of development assessment and evaluation of interactive path, the reversecomplementary evaluation and qualitative evaluation of the path incentive teaching evaluationsystem constructed three theoretical models.In the case of the Hebei University of Economics and business, than collected the2008-2012teaching evaluation data, Using SPSS software for statistical analysis to obtainlower scores school evaluation. At the same time, choose some teachers, Dean of students andschool staff from Hebei University of Economic and business for interviews with scores lower index expanded analysis, found mainly in four aspects: The first, the teaching evaluation lackthe diagnosis, lack the fairness; the second, the pattern of the evaluate contents; the third, setof dimensions lacked reason; the fourth, teaching evaluation time is immobilized, and thereasons for the above problems are analyzed.On the basis of theoretical analysis and interviews, and based on the principle of indexsystem on the existing problems of Hebei University of Economic and business, initially tobuild a "people-oriented" the core concept of teaching evaluation index system, the newteaching evaluation index system increases the teaching skills, teaching style, after-schoolteaching in the total three evaluation dimensions, set up class rating scale and has a reversecomplementary indicators project evaluation. Subsequently, the author interviewed theschool’s students, teachers, administrators staff the adoption of their reasonable proposals forthe new index system, and the index has been modified to build an innovative teachingevaluation index system.
