What makes a good university is the amount and quality of masters it owns, instead of the amount and quality of buildings that stands. University’s reputation comes from outstanding teachers. Therefore, it is significant for universities to ensure the quality of teachers. Teacher evaluation is an important way to ensure teachers’ quality, which has attracted more and more attentions from education field. Nevertheless, there isn’t an effective system of teacher evaluation fully accredited by the subject and object of evaluation. On the contrary, the critical voice is endless. Therefore, the study of teacher evaluation has a long and hard way to go.The paper takes the following method:Literature Research (collation and analysis of literatures of teacher evaluation collected through libraries, network, etc.)^Text Analysis (depth analysis of text and data from teacher evaluation practices in Y College)、 Survey Research (questionnaire survey on the220students of Y school to explore the influencing factors of students’evaluation)%Interview (interview of8students of Y College to further study of the influencing factors of students’ evaluation)The paper contains seven chapters:the first chapter is the issues raised, which describes the background, meaning, content, procedures, methods and theoretical basis; The second chapter is literature reviews on teacher evaluation domestic and overseas; The third and fourth chapters separately analyze the text of the Y College’s teaching evaluation in2013and2014from evaluation purpose, object, procedure, subject and content, result; The fifth chapter compares the two practices of teachers teaching evaluation to track the development trend of them, analyzing the problems and proposing the strategies; aiming at the serious problem that students’evaluation of teaching(SET) is particularly lack of authenticity, Chapter VI conducts further empirical research on interference factors of SET, by questionnaire surveys on220students and interviewing8students of the Y College, to explore the factors on SET and the improving countermeasures from there aspects:subject, object and implementation of the teaching evaluation; Basing on the foregoing, Chapter VII analyzes the problems and proposes countermeasures of the teachers teaching evaluation of independent colleges from macro level.The main problems of teachers teaching evaluation of the Independent Colleges are in the following areas:lack of scientific value orientation and neglect of teachers’ status in evaluation practices; blind emphasis on quantification and static index; weak links of feedback and utilization of the evaluation results; the unreal results of SET. To solve these problems, the author puts forward the improving strategies combining theory and practice:Adhere to the idea of developmental teacher evaluation, with development-oriented and reward and punishment-supplemented; enhance teachers’ participation and enthusiasm, changing their status from passive to active; introduce the teacher portfolio evaluation, combining quantitative and qualitative, static and dynamic; effectively feedback and utilize the results, providing development assistance programs to teachers; take measures to improve the authenticity of SET.
