Preschool education is an important cornerstone of the entire education system; it is also the starting point for lifelong education, which plays an integral role in the overall education system. It also plays an essential role in enhancing the quality of the people, promoting social progress, and expanding education. In recent years, China’s preschool education has developed very well. However, due to the differences between cultures and customs and the economic level of the geographic gap,pre-school development in rural areas is not satisfactory. And how to develop kindergarten in rural areas has become the focus of public attention.Based on equity theory of education, this paper mainly uses the documentary method, cases analysis method and field observation method, which conducts field research for the development of pre-school education in rural areas of Jiangxi Wannian County. Research begin with the office park conditions of kindergarten and collected the relevant data of a total of 13 towns and 219 kindergarten preschool of Wannian County(where 17 public kindergartens, preschools 128 attached, private kindergarten 74). These dates objectively and roundly show the basis of the overall development of the rural county kindergarten of Jiangxi Province, and also based on a large source of study of the town’s four small rural micro-kindergarten and 14 preschools attached to a small village. It analysis several aspects of running a large source of the town’s small micro-kindergarten from the sources of funding, school size, school conditions, teaching staff, students origin, education status and etc. This paper trying to make relevant recommendations for local rural development of small and micro kindergarten based on the development of the practical problems that exist in.The survey found that micro-kindergarten of Wannian County rural areas is convenient for children’s study in the nearest school. It also increase enrollment rate,better to collaborate with homes, and more easily for children’s behavior formation.And it also has unique advantages from rural communities and cultures that derived from the combination of early childhood development for rural and cultural aspects.However, there are also the following questions:(1) narrow funding channels,inadequate investment;(2) poor condition of the office park, simple facilities;(3) the lack of teachers aging, low professional level;(4) poor quality of teaching, the pursuitof function. In order to solve the above problems, learn the experience from other regions, considering Wannian County rural small and micro kindergarten actual situation, we made the following recommendations:(1) paying attention to the former rural school development, making clear government responsibility function;(2)improving pre-school teaching conditions, standardizing per-school office park standard;(3) optimizing the teaching staff, clearing identity of rural teachers;(4)ensuring that the quality of teaching and stipulating the quality of pre-school activities;(5) implementing the regulatory measures of pre-school, and progressively improve the office park system. And then establish education system of childhood care with an appropriate scale, reasonable layout, good teachers, and high-quality to promote the development of pre-school education in rural areas better.
