Along with the development of the public domain, cultivating modern citizens has become the internal requirement of era development. As the future of our motherland, primary and secondary school students will become the focus of civil moral education in all sides. With the development of the society, citizen moral education policy develops from no to have, and it also indicates the major strides forward citizen moral construction in our country. In the real school life, what’s the status of citizen moral education policy implementation? Strive to have a relatively clear answer of these questions, The author for the first time based on the moral education policy perspective to explore civic moral education, and from the Angle of macro, meso and micro comb citizen moral education policy. At the same time, through empirical investigation to see relevant policies in the primary and secondary schools teaching concrete implementation? The school is through what way to implement? What’s the schools and teachers’ understanding of the policies in this paper? What’s the specific restricted in execution? Whether a creative execution? What’s the evaluation of schools in the end? According to the results of the survey puts forward tentative implementation countermeasures. These are the problems of citizen moral education in primary and middle school policy and research aspects of the first attempt.The success of the citizen moral education’s basic demand is need to have a clear policy framework, and related planning or policy at all levels. In our current society, the true spirit of citizenship is to some extent is relatively lacking. And the construction of citizen moral education system, is to realize the essence of citizen spirit as the starting point and end-result. In addition, based on the exist status of citizen spirit essence to determine the content of citizen moral education, it still was not perfect; To reveal public rational spirit in the moral practice of civil moral ability also lack; And lower policy does not form a complete set of policy system, the systematic mismatch, etc. All these problems show that the construction of citizen moral education policy, it will be a long way to go. Positive, however, under the influence of the concept of new curriculum reform, the country’s comprehensive course begin to identify the citizens’ knowledge, skills, values and other unified objective and strengthens the citizen moral education requirements, showing the freedom and equality, democratic rights and other civic moral education view, these are showed in the construction of citizen moral education and policy have been major strides forward. We need to do is how to put these display of citizen moral education concept more systematically and more effectively into the course, it need our common efforts.The introduction introduced the selected topic background and significance, previous research about the citizen moral educatio, and introduces the object of this study, methods and innovation.The first chapter elaborated the elementary and middle schools civic moral education and its modern value and development policy. There are three sections in total. The first section explains the related concepts of citizen moral education, including citizen and citizenship, civic education, citizen education and civic moral education policy. Section Ⅱ talked about the concept of moral education of citizens in policy text, including national policy, curriculum standards and textbooks. Section Ⅲ expounds the citizen moral education development in the moral education policy of our country. The second chapter has carried on the case study of four middle schools and primary schools in yangzhou. Through micro school life, Talked about the present situation of civic moral education policy implementation respectively from the three dimensions of core spirit of moral education, moral education courses, citizens moral ability in elementary and middle schools. This chapter is divided into five sections. The first section introduces the basic situation of the case four schools. Section2discusses the policy document the core spirit of citizen moral education in school life. With school policy text investigation and actual investigation theses two forms of school life, on the one hand, talked the core spirit of citizen moral education in school policies. On the other hand, summarizes and analyzes the core spirit of teachers and the students’ citizen moral education in primary and secondary schools in the school life. The third section discusses the implementation status quo of citizen moral education policy under the influence of the moral education curriculum. First, it analyzes the running effect in the course of moral education, including the curriculum goals, curriculum implementation, and curriculum evaluation. Secondly, it expounds the impact of running effect of citizen moral education policy. The fourth section analyzes the current situation of the development of citizen moral education policy under the civil moral ability of primary and secondary schools. First talked about the policy text of citizen moral ability embodiment, the second analyze the condition of primary and middle school students’ moral ability from the ability of self construction, bear ability, sense of justice, tolerance and compromise these four dimensions. The fifth section of this chapter summarizes the research, including which content does the school impels according to the policy? How does the school impel this policy? How is the effect? The third chapter analyses the citizen moral education in primary and secondary schools in the implementation of policy problems and reasons. The fourth chapter proposes a solution on policy implementation of citizen moral education in primary and secondary schools according to the problems proposed in the first three chapters. The three sections analyze respectively from three aspects as the citizens’ moral education, national macro policy and policy life.
