Initial teachers’ professional development is important, so that educational managers and schools pay more and more attention on initial teachers’ on-the-job training activities. The school-based training activities are of full crew, autonomy, pertinence, flexibility, efficiency and timeliness compared with that in colleges. However, there are problems in initial teachers’ on-the-job training, such as lacking of training motivation, heavy training tasks, lacking of systematization and efficiency. This paper does research on initial teachers in Suzhou Taihu national tourism resort central primary school to analyze the problems and find two main causes lie on the trainers and the initial teachers both. As to the trainers, the causes are shown as follows: The trainers don’t have throughout comprehension about the school-based training. The rules and regulations about current school-based training are not perfect. The training concepts of some trainers are out of date. The training materials are not chosen carefully. As to the initial teachers, the causes are shown as follows: They don’t recognize the importance of the school-based training. They have negative attitude to the school-based training. They are not innovative in professional development. Aiming at these problems and causes, the paper comes out the following improving strategies for the school-based training: making an efficient training system, providing supports, utilizing organization and management, verifying training forms.
