Education is the basis in the project of developing our country and has vital and lasting importance, education is the cornerstone of national rejuvenation and social progress, is the fundamental way to improve the nation’s quality and promote people’s all-round development. Quality of nation determines the quality of national education, achieving the fundamental objective of education is to promote quality education, and comprehensively improve the quality of education. Current new round of curriculum reform is most concerned about quality education to students, cultivating and bringing up a high quality teaching staff is the necessary and urgent requirement of quality education, improvement of teacher’s quality is the key to carrying out quality education.Primary and secondary school music curriculum is a compulsory course of quality education, primary and secondary school music education is one of the important and effective way to implement quality education through improving the students’ ability of music appreciation and music expression. At the same time music education is a important carrier of quality education and pave the way to improve the national quality of music. Music not only is a basic arteducation subject, at the same time, plays an irreplaceable role toimprove the overall quality of the individual. Music teacher’sdevelopment is necessity to improve the quality of music education,the degree of specialization of music teacher’s in primary andsecondary school is necessary to improve the education of primaryand secondary school.This paper investigate the music teachers and relevant managersin the author’s home primary and secondary school in Datong CityShanxi province, the specialization of the music teachers in primaryand secondary school has been studied from the internal and externalaspects. Investigations (including the questionnaire and interviewsurvey methods) and classroom observation have been used to studythese aspects as follows. It includes the basic structure and thequality of music teachers in primary and secondary schools in DatongCity, the ability accomplishment and the professional equality ofmusic teachers in primary and secondary schools, the status ofprofessional development of music teachers in primary andsecondary schools and schools’ attention on music education andmusic teachers and so on. Under the new curriculum concept thispaper explores the development of music teachers’ in primary andsecondary school and proposes new strategy about improving musicteachers’ professionalization, therefore, provide the theory andexperience for music teachers’ professional development, and helpthe administrative department of education of Datong city toformulate relevant policies through these reference experience, thisstudy provide valuable practical significance and the practice value for promoting the music education and teaching work in primary andsecondary schools.The full text contains five parts: the introduction, research survey,the investigation of realistic status, the results of the survey andanalysis, the conclusions and recommendation.The first part: be composed of four parts: research reason,research significance, research object and research method. Musicnot only can rich our life, permeates every corner of our life, is thecarrier of knowledge, promote the development of students’ potentialand physical and mental health. So it’s necessary for us to give moreattention and understanding on music teachers’ professionaldevelopment, in primary and secondary schools, to change thebackward ideas, to improve professional skills, to speed up theestablishment of new type music teachers with both ability andpolitical integrity in primary and middle school to adapt and promotethe new curriculum reform, to improve the national culture of art,further more carry forward our country’s five thousand years ofsplendid culture of music. So we should explore this topic aboutspecialization of music teachers in primary and middle schools underthe guidance of the new curriculum, promote the development ofmusic in primary and middle schools.The second part: introduces the research survey including twoparts: the definition, literature review. The first part is to thedefinition of specialization, specialization of teachers, specializationof music teachers. Secondly, according to the results of previousstudies literature review is presented, this provides a theoreticalbasis for the paper. The third part: investigate the status of specialization of musicteachers in the primary and secondary schools in Datong city. Musicteachers specialization is investigated through the methods ofquestionnaire, interview and classroom observation.The fourth part: contains investigation and analysis. Through theinvestigation on the present situation of music teachersspecialization in primary and secondary schools, we analyzed andsummarized the reasons why music teacher specialization degree islow. And we get the reason why music teachers’ professionalproblems come up, and put forward some reasonable suggestions andcountermeasures.
