Education is the basis in the project of developing our country and has vital and lasting importance; likewise, teachers are the basis in the project of education. The 21st century has an ergent need for new teachers. The country's development, social progress and comprehensive human development put forward the more and higher requirements to the development and reform of education. In the process of the complete imprementation of quality education, we must fully recognize that teachers play an essential role in it. Hence, under the background of emphasizing the scientific concept of development and focusing on people-oriented thought, we must pay more attention to the concerns of teachers and to the participation of teachers in the process of the development and reform of education, which is the only way to achieve the sustainable development of education. Teachers, the specific organizers and executant of quality education, are the key factor of the basic education reform. New basic education curriculum reform calls for a large number of high-quality, professional teachers.Since"Full-Time Compulsory Music Education Curriculum Standards (Test Version)"was issued, the basic music education reform presented a challenge to the music teachers'knowledge, skills and educational concepts; therefore, we must establish as soon as possible a new type of music teachers who are equipped with adequate ethics and talent, thus adapting and promoting in-depth the development of the national music education reform. Specialization of music teachers is a very crucial issue. From the point of view of academic research, specialization of music teachers is not simply a professional feature, but a complete system of the professional capability, including rich cultural content and artistic potential. Moreover, specialization of music teachers performed in the practical work means their professional quality and music education capability in the optimized transformation and qualitative evaluation. Hence, it can be served as a mandatory policy in the education administration,and can be established the corresponding quantifiable rules to guide the music teachers and raise their teaching levels and build a contingent of good music teachers.By the way of the questionnaire, the paper investigated a part of music teachers as the representatives in primary and secondary schools of ten counties and three districts in Jining City. Its contents include music teachers'structure, quality, management,etc. which are comprehensively and meticulously studied through the status. The purpose of the thesis is to sum up experience, and to try to find some disciplinarians, so as to promote the development of specialization of music teachers to which ,in the exploration of new courses, new requirments are brought forward, and to analysize the knowledge and skills which should be grasped by professional music teachers. Meanwhile, through the analysis, various strategies promoting the specialization development of music teachers will be further explored in the concept of the new curriculum. The research on the topic can provide some references to the decision-makers of education administration as they are making educational policies and regulations. What's more, the study has its actual significance and practical value to the better teaching and development of the music teachers in the primary and secondary schools in Jining City. This is also the author's innovation on the topic.This thesis consists of five parts, which are prelude, general research, investigative means, present situation and analysis, conclusion and suggestion.This prelude includes research origin and its significance."Full-Time Compulsory Music Education Curriculum Standards (Test Version)"shows that the basic music education reform is a challenge to the music teachers'knowledge, skills and educational concepts; therefore, we must develope a new type of music teachers equipped with adequate ethics and talent, thus adapting and promoting in-depth the development of the national music education reform. Furthermore, the study has its actual significance and practical value to the better teaching and development of the music teachers in the primary and secondary schools in Jining City, which can be viewed as the paper's innovation on the topic.The second part is the general situation of survey. The writer has made some detailed interpretation from others'previous achievements. From 1980s, the development of teacher's specialization has become a hot topic in and outside the world, and the appearance of a large amount of research achievements makes it become a new specialized research field. On one hand, it focuses on the changing process of professional development on teachers'practical experience. On the other hand, the research is about how to help teachers through these phases more smoothly under some instructions of teachers'specialization to provide what kind of outer environment and condition. Research on the two aspects is closely connected because the disciplinarian research to the process of teachers'specialization is the basic and important gist on the research of promoting way.The third part is about research means, which are practical as well professional . This part includes the definition on researching object, the narration of researching way, the interpretation of date about researching sample, the intricate analysis and arrangement of implement process and the way of information management. The fourth part is about researching present situation and analysis on investigative papers and interview records from musical teachers'specialization in various aspects. The classical memoir of musical teacher is a way to analyze musical teachers'present situation of specialization.The last part is conclusion and suggestion. According to the survey, the development of musical teachers'specialization in primary and second school has got great achievements and their integrate qualities have a lot of improvement which we can see from the basic skill competition and music class teaching contest, organized by educational direct department. In recent years, although there is great development in musical teachers'specialization, there are still many problems in present teachers'qualities. Therefore, the lack of teachers in countryside arousing the problem in musical teachers'specialization should be the problem that needs to be resolved ahead.The problem that present situation of primary and secondary school's musical teachers'specialization reflects should get attached importance to the leaders of all administrative departments and schools and make some countermeasures to resolve it. From now on, the primary and secondary musical teachers'specialization in cities and towns should divert their development core to remote areas except increasing development continuing because almost all schools and students of all cites are in the country. The paper has given some practical suggestions to education management, to the contents of special quality development for musical teachers. As implementers of new curriculum, we should make full use of this chance and enhance study to improve our special attainment.
