University of Science and Technology of China (USTC) entered into a new era of fast recovery and re-rise between1977and1988.After The First Conference of USTC which took place in1977, USTC began to focus on teaching and research.lt brought order out of chaos, recovering and adjusting school-running and construction of the campus in a short period of time. Under the new situation in which it was impossible for the whole university to return to Beijing,USTC resumed the way of building itself in its early era of development,known as ’the Chinese Academy of Sciences making the University; the institutes (of Chinese Academy of Sciences) combining with the departments (of the University)’,with the assistance of Chinese Academy of Sciences and Anhui Government,USTC began to build its campuses and took root in Hefei City.USTC got itself back on track and started to rise again quickly by adjusting its administration,teaching and research institutions.About teaching.USTC improved teaching level quickly by increasing the quality of basic courses and training its own teachers. At the same time, USTC proposed and implemented a series of education reform measures, including building the first graduate school in China, found ing the Special Class for the Gifted Young and establishing Hefei United University. Since then, USTC not only has made up its talent cultivation system, but also has made.exploration in fields such as Gifted Education, Adult Education and so on.Above all, USTC was an excellent representative of education reform at that time.About research.Under the premise of academic freedom, USTC adhered to scientific planning and strict management. According to the actual situation of its faculties, USTC established a series of corresponding research institutions and laboratories, including National Synchrotron Radiation Laboratory, which is the first national laboratory in Chinese universities, and then built up a comprehensive scientific research system.Moreover, USTC carried out a series of scientific research reforms actively at the same time and achieved fruitful results.Furthermore, USTC was the first Chinese university to implement open-door policy.Since1977, USTC sent teachers and students to study abroad and invited foreign experts and professors to give lectures for students and teachers constantly. After years of effort, USTC established contacts with many foreign universities and research institutions, and the scale of USTC’s foreign exchange expanded as time went by. These initiatives not only improved the strength and influence of USTC, but also opened up the situation of foreign exchange programs in Chinese universities.Based on the study of archives and literatures, this thesis reviews the history of development of USTC between1977and1988, discussing its running measures and results, analyzing and summarizing its running characteristics and experiences, which will be of value to the higher education development in China today.
