The development of rural education greatly affects the improvement of overall educational level in China, and compulsory education in rural area also plays an important role in the national education system. Due to various factors, the development of rural compulsory education seems weak, and it gradually becomes an obstacle to the building of new socialist countryside. Therefore, it is urgent to change the present situation of rural compulsory education, such as overcome the difficulties and strengthen the momentum of development. Under this background, study on satisfaction of rural compulsory education would help to truly reflect the degree of public satisfaction with the service of rural compulsory education, highlight the problems and shortcomings that exist in rural compulsory education, and provide basis on improvement. This paper would focus on the public perception on rural compulsory education, try to build a public satisfaction index model on rural compulsory education, and then devote in-depth analysis and research.At first, the paper describes the present social policy on rural compulsory education and the application of public satisfaction evaluation model theory, and then elaborates the purpose and significance. This paper defines the basic concepts related to rural compulsory education service, analyzes the connotation of rural compulsory education service, and builds a theoretical system and framework of rural compulsory education service with considering of the main content, behavior subject and object, and key features. From the perspective of customer satisfaction, the paper puts forward the connotation of public service satisfaction of rural compulsory education, elaborates the forming mechanism, and analyzes the factors which influence the public service satisfaction of rural compulsory education.Secondly, based on the ideas of structural equation model and customer satisfaction index model, the paper analyzes the actual development situation of rural compulsory education service, selects the basic variable of rural compulsory education public service satisfaction(including related measurable variables and latent variables), and sets assumptions on the structural relationship between these variables, then builds a public service satisfaction index model of rural compulsory education.Finally, the paper chooses communities and villages in Lusong district, Zhuzhou, Hunan Province, as research objects. Questionnaire has been designed according to the index model of rural compulsory education service. After analyzing the collected data, the paper verifies the effectiveness of index model. At the same time, according to the evaluation results, corresponding measures and suggestions have been put forward to improve the public service satisfaction of rural compulsory education.
