After the reform and opening, and the rapid development of market economy, at the same time, the government put forward the material civilization and spiritual civilization construction together, the development of education and the core content of political career for the construction of spiritual civilization. It is clear that education is an important branch of the system of social comprehensive system. At the beginning of the 21 st century, Chongqing, Jiangsu and other regions began to practice to explore the integration of urban and rural education, 2010, "establishment of integration of urban and rural compulsory education development mechanism" officially on the government agenda. In this paper was based on the practical experience and policy guidance. This paper studies the related concepts and theoretical basis of the integration of urban and rural compulsory education, secondly the N county urban and rural compulsory education development in empirical research, by analyzing the related data analysis concluded that although the N county urban and rural compulsory education in school conditions, teachers’ welfare and certain aspects of the school layout is not balanced development, but also has the advantage of the integration of urban and rural compulsory education development,embodied in the development of urbanization, the propulsion of balanced development of compulsory education, national education policy gradually improve.From point to surface, through the empirical analysis of N county urban and rural compulsory education, combined with the status quo to study China promote the development of the integration of urban and rural compulsory education has favorable conditions, and set the specific objectives of the development of the integration of urban and rural compulsory education, including teachers, school conditions,education environment. The practical experience at home and abroad for reference,from the integration of urban and rural economic and social research, the household registration system reform, education management system reform, urban and rural education resources equalization and specific optimization path to realize the integration of urban and rural compulsory education.
