When China’s industry accelerated transformation and upgraded, and China turned into technology-intensive powers from the labor-intensive powers, it is the critical period, so higher vocational education also faces new opportunities. How to stand out from other vocational colleges? The key is to make good use of the teachers ’ professional level in a vocational college.At present, the phenomenon of teachers’ loss still exists in many vocational colleges in different degrees: one is teachers’ dropout and job-hopping, and it belongs to the dominant loss; the other refers to that teachers don’ t devote themselves to their work, instead they take part-time jobs or the job burnout appears, and it belongs to the recessive brain drain. The recessive brain drain is rarely paid attention to, and it is much more concealed, but its impact is significant and far-reaching.This study, which is based on summarizing predecessors’ theory and combines with daily observations, reveals that through talking with some teachers in J Vocational College the recessive brain drain really exists at a certain degree. Combining with predecessors’ research results, this study tries to build influencing factors model for the recessive brain drain of high vocational college teachers. It is established in the management status of the recessive brain drain in J Vocational College. It formulates questionnaire about influencing factors for the recessive brain drain in J Vocational College. It makes deeply investigation to influencing factors for the recessive brain drain in J Vocational College. It analyzes the data through SPSS, and finds out the main factors of influencing the core brain drain: the compensation level and welfare, the campus culture, the working condition, the work motivation, the management mode, and so on. Those refer to the college-related factors. Besides, there are social factors(including labor market) and individual factors(including job expectations and personal value). Afterwards, it analyzes the influence of the recessive brain drain in J Vocational College, and also puts forward the corresponding management measures.The emphases of this study are as follow: the diagnoses of the influencing factors for the recessive brain drain in J Vocational College, the management of the recessive brain drain in J Vocational College, and countermeasure analysis.In respect of countermeasure research of the recessive brain drain in J Vocational College, this study puts forward the idea that we should have a correct view of the recessive brain drain phenomenon of high vocational college teachers, and management of the recessive brain drain in J Vocational College should be focused on the four strategies: environment strategy, motivation strategy, training strategy and campus culture strategy. So that it can avoid the act of the recessive brain drain in J Vocational College. To be specific, firstly, formulate policies and build the over-all situation of respecting higher vocational teachers in the whole society; improve the college itself, and create a microclimate on the development of higher vocational college; encourage the principle of fair and justice of legal system, and create a kind of fair competition campus atmosphere. Secondly, further complete the content of material incentive and spiritual incentive, and build a kind of fair and competitive system for material and spiritual motivation. Thirdly, J Vocational College should set up good campus image, and attaches great importance to the campus internal solidarity and collaboration, and builds a healthy, studious and democracy campus environment. Fourthly, give guidance for teachers to develop a career development plan, and improve the teachers’ in-service training, and help teachers to develop professional development goals, and provide potentials for teachers’ diversified growth.In order to ensure the effective implementation of strategies, this research proposes two supporting measures: one is to broaden the internal communication channels in J Vocational College, the other is to improve the early warning mechanism for the recessive brain drain in J Vocational College. Through these targeted countermeasures, it can prevent the recessive loss of human resources in J Vocational College.
