Along with the Chinese higher education enterprise’s vigorous development, managed by the people higher education’s blustery, the challenge which human resources management work faces is particularly getting bigger and bigger, because non-governmental institution oneself too pursues the profit the school idea, the low level’s management pattern and backwardness talented person idea and system’s flaw, already caused it to fall into the low efficiency human resources management erroneous zone.Compares with the Public university, our country non-governmental institution in aspects and so on resources and funds was still in the inferiority, the non-governmental institution teacher enjoys the national related treatment and the policy with difficulty, simultaneously, as major stockholder’s chief "the paternalism which" says calculated the management, causes the teacher to turn the worker, causes the teacher not to have the sense of belonging, the loyalty flaw, transforms the occupation easily. Moreover, many non-governmental institutions pursue the profit constantly at present, to reduce the manpower cost, teacher concurs the multi-duties, the quality of teaching is irregular, the talented person fluidity is big, for the school financial resource, the physical resource has caused the very big losses. The brain drain situation question is serious, has caused the teaching system’s robustness difference directly, has affected institute’s fine reputation and the sustainable development.Therefore, facing the competition superheating’s higher education environment, Private university’s personnel management is also facing day by day by the tradition personnel management to the modern human resources management transformation, must take the teacher troop the establishment and the cultivation, optimizes the teachers structure, the school besides makes good use of the limited physical resource resources, but must develop the infinite human resources.
