Since entering the new century, facing the increasingly intense competition of economic globalization and the challenge of international competition, especially under the influence of the international financial crisis, the British government attaches great importance to the skills of education and training in particular.In order to keep the country’s international competitive advantage, the British government established the strategic concept of "skill nation", put forward the slogan "developing skills for success". Committed to the cultivation of skilled personnel, the government attaches great importance to the training and enhance the skills of the multi-level talent, improve the quality of social labor.Since the 21 st century, the British government issued a series of policy documents and white paper, intending to raise workers’ skills, reform the further education and skills system, armed with skills to workers and make them the world’s most competitive labor force, promote economic, improve comprehensive national strength and international competitiveness. The British government has achieved good results, it greatly improve the British workers’ skills at all levels, enhancing the competence of the talents. Now Britain has become the world’s one of the most professional countries.Although the development of vocational and technical education of our country has made great achievements, but there are still many deficiencies. After the third plenary session, China’s vocational education is booming. Especially in nearly a decade, China’s vocational education is developing rapidly. In process of the development of vocational education gradually, on the basis of current situation of the development of domestic economy, talents training target and social demand, China’s vocational education system is gradually formed and constantly improved.<The national medium and long-term education reform and development plan outline(2010-2020) >, point out that until 2020, forming a modern vocational education system to adapt to the transformation of economic development patterns and industrial structure adjustment, embody a concept of life-long education, secondary and higher vocational education the coordinated development. Therefore, how to according to our country’s national condition, formation of modern vocational education system with Chinese characteristics, is an important task of the vocational education in our country. Britain’s experience of vocational and technical education system reform is of great reference significance to us.This paper put forward the UK business, skills and innovation department’s <Further education and skills system reform- create a world-class system >as the core, discusses the further education and skill system reform background, the existing problems, target, content and measures for the reform, the content of the achievements and experience are in detail described. By studying the UK’s reform of further education and skills system, this article expect to establish a modern vocational education system in our country, speed up to establish a complete, flexible, fair modern vocational education system with Chinese characteristics.This paper will be divided into five parts:The first part start from the international background and the UK’s present situation of further education and skills education, expounding the research topic selection basis;Explain the research ideas and research methods; Defining the relevant concepts; Review the domestic related research status about the UK’s vocational and technical education.The second part presents an overview of Britain further education and skill system reform, including the reasons,the existing problems and related content.The third part explores the UK’s target of the further education and skills system reform, expounds the contents and the reform measures.In the aspect of the cancellation of bureaucracy, streamline institutions, remove unnecessary deregulation, strengthen the vocational education project construction, improve the level of teaching and learning excellence to expound the content of the further education and skills system reform. In the aspect of the basic skills, career guidance, cooperation, dynamic management and funding system to detailed expounds the specific measures of the UK’s further education and skills system reform.The fourth part expounds the characteristics of the UK’s further education and system reform, it’s achievements and challenges.The fifth part explores the enlightements of further education and skill system reform of to our country.
