Population is a key factor in a country or a region’s economic, resource, and environmental development.It not only constitute a certain community life is individual events, but also a premise for long-term existence and development of the social. Population has two effects on the development of society, one is a positive role, but the other is negative role. As we know, Population Activities can promote the economic and social development, but when the size of the population exceeds certain point, it would be counterproductive, it would hamper the economic development, causing the natural resources damage, so how to use the population of this double-edged sword, the key is humans own. Xinjiang’s land area accounts for one sixth of the total area, mainly develop agriculture and animal husbandry, which belongs to less developed areas, while the number of the rural population accounts for 63 percent of its total population. Due to the special geographical position, Xinjiang people’s livelihood, agricultural production and other activities are main in the oasis. The total oasis’ s land area of eighty thousand meters only accounted for 8% in Xinjiang, while the total number of people living in the oasis accounted for 95% of the total population in Xinjiang, so now it is necessary to grasp the population development of Xinjiang, especially the development of the rural population.In recent years, Xinjiang’s rural economy has been rapid development, and with the economic development the rural aging also deepening, the main reasons are the development of medical technology, implementation and promotion of the family planning policy, the process of urbanization accelerating and the national loose Population policies, with these reasons the aging rural population in Xinjiang preliminary highlights. Population aging will increase the private pension burden, hamper part labor resources to achieve effective use, the social pension system stress will be increased, can not meet the health needs of the rural older population, labor shortages, labor productivity loss it energy, the government’s population old- age planning work get great pressure, not contributing to the implementation and promotion of the family planning policy, finally affect older persons development, eventually will crisis rural areas pension system, shock and threat the social is stability. Government concerned and awareness of population issues’ s level will decide whether it will become a social crisis or not, Now rural development in Xinjiang may exist some problems, which need more attention, studied can predict it development trend, find out potential problems and put forward some recommendations based on the issues, it is one of the requirements that we actively respond to the problem of the rural population in Xinjiang.
