Population aging will increase the private pension burden, hamper part labor resources to achieve effective use, the social pension system stress will be increased, can not meet the health needs of the rural older population, labor shortages, labor productivity loss it energy, the government’s population old- age planning work get great pressure, not contributing to the implementation and promotion of the family planning policy, finally affect older persons development, eventually will crisis rural areas pension system, shock and threat the social is stability. Government concerned and awareness of population issues’ s level will decide whether it will become a social crisis or not, Now rural development in Xinjiang may exist some problems, which need more attention, studied can predict it development trend, find out potential problems and put forward some recommendations based on the issues, it is one of the requirements that we actively respond to the problem of the rural population in Xinjiang.
