With the progress of industrialization,urbanization and agricultural modernization in China,a large number of rural surplus works flow to cities.The issue of Migrant children education is very important,which affect education fairness and social justice,so Communist Party of China and the People’s Government pay more attention to this issue,and promulgated a series of laws and policies to solve,achieving some results,but also encountered a "bottleneck".Therefore,it is necessary to carry out reforming of educational system,so as to safeguard citizen’s educational right.This thesis contains five parts.The first parts forward the research problems, reviews the existing literature,and defines the core concepts,etc. Secondly,We survey the current situation of migrant children’s compulsory education. Based on the data of 4150 migrant students of JinHua,WenZhou and WuXi.We analyze and compare the current situation of migrant children’s compulsory education in three areas:Mental Health, Educational Equity and Social Inclusion. The results show there are some differences among different gender,grade,city,school children of migrant children.On the basis of data analysis,we rethink the nature of migrant children educational problem,and we use " Effect of Swale " " Effect of Bus" " Effect of Glass Doors" to illustrate it is a institutional issues.The goal of innovation contains social and educational requests.In the process of achieving the goals,we should analyze from three aspects,including strategic dimensions,benefits dimensions,and technical dimensions.In addition to,we should adhere to the principle of joint governance, coordinating development and gradual reform.There are three innovation path we can select,including induced institutional change,compulsion of institutional transitions,and exploration of institutional change.The last part is the conclusion,we should clarify and confirm the responsibility system and organizational function of the relevant body,and rebuild the system from right protection,prediction and planning,financial responsibility,etc.
