To improve the overall level of basic education in China, To promote the constantly development of basic education courses, and the full realization of quality education. All of this is not only a target for basic education curriculum development put forward by the new curriculum reform, but also the requirements of developing and supervising the “three-level curriculum. According to the ministry of education, we should promote the reformation of national’ basic education course comprehensively, and build a new curriculum system which is more scientific and closer to the public. In the “Decision of the State Council on the reform and development of basic education”, it puts forward the word of “curriculum resources” and the question of how to develop and use the curriculum resources.To say it briefly, the curriculum reform is the reform of curriculum courses. It aims to make the courses after reformation closer to the requirement of “three-level curriculum”, reflect the the current situation of development better and make it more easily to understand for teachers and students. In recent years, the curriculum reform has been effectively promoted in depth, the concept of curriculum reform is known by the public, the concept of curriculum resources is kept in mind by the main body of development, which is due to the new curriculum reform, and is also the prospect of developing and using the curriculum resources. Curriculum resources are like the energy that the engine needs, and it must ensures that the new curriculum reform can be finished smoothly. Thus it can be seen the importance and difficulty of curriculum resources in the national basic education course reformation. If there is no support of curriculum resources, the basic education course reformation is only a decoration and a paper tiger. And it is hard to stand the test of education practice, and is difficult to change the reality of dull and empty of curriculum resources. Therefore, the effective development and utilization of ideological and political course resources is the foundation for the development of it, and the key to the promotion of its teaching effect. Even though the ideological and political course is the test subject in the entrance examinations to high school and college, it is less important, and can not get the attention of schools and teachers, which leads to the ignorance of development of middle school ideological and political curriculum resources. Especially the development and utilization of high school ideological and politics curriculum resources is not optimistic, or existing many problems.This essay is mainly aimed to analyzing the problems existed in the process of developing and utilizing the high school ideological and political curriculum resources at present. And with reference to the goals and principles of curriculum resources development as well as the course standard of high school ideological and political curriculum, put JiaoYuLu`s spirit with the significance of theory and the age education into the process of development and utilization of the ideological and political course resources, as well as into teaching activities of the high school ideological and political curriculum, so as to increase the richness and interest of high school ideological and political curriculum. This essay is consist of four parts:Chapter 1, the author firstly defines the concept of curriculum resources and ideological and political curriculum resources, and then states the classification of them, as well as the JiaoYu Lu`s spirit and its carrier.Chapter 2, firstly, the author introduces the value of JiaoYuLu`s spirit as a kind of curriculum resources development. Secondly, the author states the target and principle of the curriculum resources development.Chapter 3, the author expounds the strategies of curriculum resources development, which includes the main methods of development, and the strategies of different aspects of the ideological and political curriculum resources.Chapter 4, it is a summary of self-examination and optimization between JiaoYuLu`s spirit and the process of developing ideological and political curriculum resources.Because of the limited knowledge, there are also many explorations for the author.
