With a new round processing of the English curriculum reform and the universalness of English application, the importance of English curriculum resources has been emphasized. Educators have realized that without curriculum resources, achieving the new curriculum ideas and curriculum objectives will become an armchair strategist. The draft resolution of development and utilization of English curriculum resources brings about the fresh curriculum implementation and teaching orientation, which is no doubt a challenge to the old style English teaching classes. As a result, English curriculum development and utilization effectively and actively is beneficial for carrying out new curriculum, which not only contributes to the curriculum construction of schools, but also promotes to the professional development of English teachers. Furthermore, it also facilitates the development in an all-round way for students. Above all, in terms of transform students’ learning styles, it plays a vital role. For these reasons, it is a light pot and difficulty in the English curriculum reformatory. However, some related researches on curriculum resources, especially the English curriculum resources, are still in the starting stage; particularly, the development and utilization of English curriculum in the middle high school needs much more attention and deeper research.On the basis of Krashen’s Input Hypothesis and Gagnez’s Information Processing Theory, my paper adopts questionnaire method and interviewing method to select a beacon senior high school in Baotou, namely the No.3 Senior High School in North Heavy Industry as the object of the study. The sample of the study are 469 students, 36 English teachers and three major leaders in the high school. According to the four aspects, that is to say, English teachers’ awareness towards English curriculum development and utilization; the situation of English teachers’ development and utilization of English curriculum in their English classes; students’ attitudes towards their English teachers’ developing and utilizing English curriculum resources and their usage of English curriculum resources after classes; the situation of management of English curriculum resources in the school and the school leaders’ attitudes towards teachers’ development of some new English curriculum resources. The research findings revealed some problems existing in the senior high school: English teachers were not quite familiar with the true meaning of English curriculum resources; English teachers were satisfied with the existing curriculum resources, lacking of the awareness of developing English curriculum resources actively; the teaching tasks were a burden to teachers and they didn’t have enough time and energy to develop curriculum resources; students were not enthusiastic to utilize English curriculum resources; because of the system of education and lacking of funds, leaders of school didn’t pay much attention to the development of English curriculum resources. In the last part of the paper, some according suggestions are put forward to how to develop and utilize the English curriculum resources effectively: English teachers should study the true meaning of English curriculum resources and improve their awareness of English curriculum resources development and utilization; excepting the existing English curriculum resources, teachers should develop and utilize other English curriculum resources reasonably and actively; relieve English teachers’ working and psychology stresses on the premise of not influencing teaching quality; the leaders of school should offer more supports to develop and utilize English curriculum resources; encouragement and guidance should be offered to students to utilize English curriculum resources actively after classes.
