Under the background of examination-oriented education, from parents to teachers, schools and the whole society, most people only pay attention to children’s achievements while ignoring the quality of education for students. Now more and more students are "Glass Heart". Those students who don’t have a good outlook on life and values are more likely to suffer from psychological problems, even lead to more social conflict. Therefore, people-oriented philosophy of education needs to be paid more attention to. Now high school biology curriculum standards have passed over ten years. The curriculum reform has made great achievements to some extent. In the three dimensional objects, cultural knowledge goals have reached a relatively high level, while the implementation of emotional attitudes and values is not very clear. In this paper, using Yangzhou high school biology teachers and high school students as research objects, we investigated and analyzed the implementation status of emotional attitudes and values.Based on a large number of literatures, the connotation of emotion and emotional goals were described, and the links among emotion goals, knowledge goals and ability goals were analyzed. In order to further understand the implementation of emotional goals, we allocated questionnaires to students and teachers, and conducted deep interviews with individual teachers to find the difficulty and confusion. Research results show that there are several difficulties in the implementation of emotional goals. First, some teachers pay not enough attention as the examination-oriented education. Second, some students are not active. Third, some teachers misunderstand emotional goals. Fourth, the theory and methods of guidance is lack of. Fifth, the evaluation system is not perfect. From a macro perspective, the implementations of emotional goals in Yangzhou high schools biology have made significant progress, but teachers still have some deviations in understanding of biology curriculum standards. From a micro perspective, teachers only paid more attention on theory research, and are lack of deep and detailed discussions in practice.Based on the analysis of questionnaires and interviews, we put forward some strategies and suggestion for the implementation of emotional goals. First, teachers, schools and society must pay more attention to emotional goals, and strive to cultivate students’ interest in biology, and encourage their independent learning. Second, teachers should design more reasonable teaching mode, and be full of emotion in each lesson. Finally, teachers should cultivate students’ scientific literacy by strengthening the experimental teaching, and choose encourage as the main method of evaluation.In the last part of our paper, several teaching strategies was provided for teachers to better understand and implement the emotional goals.
