With the advent of the information age in the 21st century, it is urgent for the society to consider how to strike a balance between inheriting nationality and developing globality of local culture in the worldwide curriculum reform. Fuqing, a well-known hometown of overseas Chinese, has rich education resources. This paper is intended to explore the distinguished curriculum resources present in hometowns of overseas Chinese and conduct classroom experiments with these resources for prospective popularization. This paper is prepared under the theoretical guidance of the provisions of Art Curriculum Standard (2011) regarding curriculum resources development. Literature search, survey research and experimental methods are employed in this study. Based on practical research experience, the author conducts this study with the following aims:to improve the author’s experimental research skills and theoretical accomplishment on art education; to instruct students to discover artistic phenomenon in daily life, enhance their abilities of teamwork, exploration and self-directed learning, and instruct them to consciously explore and protect art resources around them; to enrich school-based curriculum, play a leading and demonstration role in art education research in Fuqing City, create a beneficial complement to China’s art curriculum and make a positive contribution to developing Art as a subject of study and enriching local documentation of overseas Chinese hometown. With a case study of Fuqing City, a well-known hometown of overseas Chinese, the author studies the benefit of designing and developing curriculum resources featured by traditional and modern cultural traits integration for curriculum reform. Firstly, the process and approaches used in developing art curriculum resources are investigated based on the established art education theories at home and abroad. Secondly, selected presentations are made on curriculum resource development in architecture and folk cultures, as demonstrated in available research findings. Finally, a prospect of art education in Fuqing is presented in terms of curriculum development, student-teacher relation and assessment.
