AS a flat network-based organization, Virtual organization not only has strong market Resilience and quick responsibility, but also has the capability to integrate the resource dynamically which can have corresponding strategic change response to competitive market environment. With the arrival of economic era, technology develops faster, talent resource has become the important power of social development. Especially the institution of high learning on the carrier of knowledge which is the talent magnet and also transport the talent to society. So management of teacher resources of the institution of high learning has become an important subject.synergetics is the study of the system between the coordination of the subsystems of the situation, Based on the cooperative ideas, The author introduce the synergy degree index to the teacher management research innovatively, from the two index of importance and satisfaction of the teaching management to measure the extent of its synergy with the whole. We usually think, important index with high degrees,the satisfaction should also be higher accordingly, which is conducive to achieving the synergy of overall goals and objectives of each system, also the indemnification of synergy development in the system, and maximize optimizing the allocation of resources.The paper make the teacher management of virtual organization to be the break point, based on the synergy theory, discuss the situation and collaboration degree of teacher management of virtual institution, and then build the teacher management indicator system from the dimensions of the quality of teacher,management system and Incentive mechanism. The paper chose Anhui Institute of Business Administration as a instance and issues the questionnaires to count up the collaboration degree of teacher management which is 0.4424.It means the collaboration degree is not well or bad. It fits the situation of teacher management of Anhui Institute of Business Administration, and also prove the effectiveness of the study.
