In recent years, Chinese higher education has made greater strides and undergone break-through reformations, thus initiating a favorable atmosphere for higher education's flourishment. While looking back on achievements in the past years, we are inevitably confronted with difficulties and problems existing in the present teaching. Among these problems are (1) insufficient investment in teaching, (2) weak teaching management, and (3) superficial teaching reformation. This article is mainly devoted to the problems in colleges'internal teaching management, the causes and the solutions by the means of literature research.In the paper, an analysis of the present teaching management in colleges reveals a range of problems: teachers fail to play a leading role in teaching management; accomplishments, especially in teaching, are not rewarded timely and effectively; teachers fail to devote adequate time, energy, enthusiasm, and commitment to teaching due to outside factors. Such consequences arise as implicit brain drain, lowering teaching efficiency and effectiveness, and debasing quality of cultivated students. These results are mainly ascribed to the following factors: old-fashioned teaching management concepts, undue administrationized teaching management pattern, the imbalance between teaching and research, and the unscientific evaluation and incentive mechanism.After an analysis of incentive theory and the practical teaching management and college teachers'characteristics, the paper proposes ways of effective implementation of teaching management, so as to enhance teachers'initiative and creativity, to improve teaching efficiency and effectiveness and to change the quality of cultivated students for the better. It is essential to establish human management concept and carry out flexible management pattern, which are the preconditions of effective enforcement of incentive theory; it is vital to coordinate teaching and research and to give top priority to teaching,...
