Biology course is a natural science courses, it is not only to spread scientific facts and concepts, but also to reflect that science is a process of inquiry. Generally, Scientific inquiry including "put forward a question, Make assumptions, make a plan, Carry out the plan, Come to the conclusion, Communication and expression.". "Put forward a Question" is the premise and foundation of scientific inquiry, is the core skill of science inquiry ability, is also the important performance of the innovation ability. Therefore, to cultivate "put forward question" skill in high school biology teaching it is a problem that needed to resolve under the guidance of new curriculum reform theory.On the one hand,this research summarize the curriculum resources apply to skills training of "Put Forward Questions",based on the detailed study of "The Biology Course Standard", and widely read at Chinese junior and senior high school’s biology textbooks, and American high school’s mainstream science teaching material---"Biology:The Dynamics of Life". On the other hand, this research develop a "procedural knowledge of put forward a question",based on the common characteristic compared with "process a question" in scientific discovery. And carry out the teaching experiment on skills training of "Put Forward Questions" in senior high school biology teaching.finally conclude the effective strategies of "Put Forward Questions" in senior high school biology teaching.
