Vocational education is specifically built for the profession education. Its fundamental target is to train skilled talents who serve for a specific position, which has a strong directivity of employment. The fundamental purpose is to solve the problem of employment of education. The article of the "programming outline" puts forward that vocational education should gear to the needs of publics and the whole society, strive to cultivate the students’professional ethics, professional skills and employment ability. Therefore, vocational education should pay more attention to the cultivation of students’professional quality, especially the cultivation of professional skills and employment ability.Nowadays, Professional education is an important training way and mode that we must have as a manufacturing country. In order to speed up the process of China’s new industrialization and adjust the economic structure and transformation of growth mode, countries places the development of occupation education in a prominent position, and implement the training project of national skilled talents. Especially in modern manufacturing industry and modern service industry where are urgently lack of high skill talents of high quality. Decision of the State Council on Vigorously Developing the Vocational Education (2005) clearly pointed out that all regions and departments shall formulate planning skills training talents of local and Industry according to the regional economy and industry development needs.The core of educational mode revolution is the training textbook that are used. Because the relevant training textbooks and material are the important medium during the professional skills passing on procession, and the reflection of social entrepreneur professional skills needs, and the communication bridge between teachers and students, also one of the main channels which are used to learn for students. Meanwhile, textbooks are also the further demonstrate and embodiment of teaching content and standard. Educational theory and education method can be reflected by the textbooks in a certain extent. To the teachers, textbooks are the main accordance tin teaching. To the students, textbooks are the main tools to systematically gain knowledge and develop professional skills and provide social competitive ability. In conclusion, the quality of textbooks will directly impact the development and quality of professional education and the whole society creativity.The teaching plays a really important role in training qualified personal and changing the teaching atmosphere, which is an important carrier of teaching content, baton of students learning and a scientific and reasonable teaching material. Nevertheless, for now, the construction of higher vocational school’s Materials has become the obstacles of the higher vocational education, because it can’t meet the needs of higher vocational education, and part of textbooks have not really transition to system that is based on training the technical application ability. At present, many secondary vocational schools build similar materials with middle school including teaching mode, development and curriculum system establishment. Most textbooks of secondary vocational education can’t embody the characteristics of vocational education, can’t service for the vocational education very well, therefore, it is urgent to develop the textbooks which are appropriate for Vocational Education.This paper analyzes the existing problems of the construction of teaching material in the process of Chinese secondary vocational education. For example, educators pay more attention to theory than practice, the content of textbooks can’t keep pace with times, the teaching material doesn’t guide the students to learn actively, the teaching material lacks of the construction of three-dimensional degree, the vocational education teaching material lacks of regionalization and adaptability; the professional qualification certificate or skill appraisal standard issued by the education standards department and labor department lack of effective connection, etc.This paper takes the car use and repair of professional teaching development project in Hubei Province as an example, combines HuBei being a special of Dong feng Automobile production and sales of large province, and prominent local professional construction and social special service needs. Structure and components of Dong Feng Automobiles is the selection basis of main case teaching materials. This paper specializes in the development of a series of the secondary vocational education textbooks for Hubei automotive repair training professional school or professional. What’s more, through the analysis of financial data, this paper confirms the project development and achieves good economic and social benefits of the results. Besides, this set of teaching material obtained occupation training school of Hubei province.This paper also introduces a system of X press for the project and the project development process, it provides a typical textbook development success case for China’s publishing more targeted and regional characteristics of the textbook.Finally the paper proposes the policy and suggestions which are about perfecting the development of Chinese vocational teaching material. By developing the teaching material regionally, carry out new ideas of teaching reform, including the actual task oriented work-integrated-learning, paying attention to the cultivation of the students’operating ability and working ability, showing the characteristics of the secondary vocational education and the regionally excellent teaching material. All above ideas can provide strong supports to economic development of the Chinese vocational education services region and the adjustment of services region’s economic structure.
