In our country, the research on the school performance evaluation focuses more on the field of higher education currently, while less for the junior high school. To the existing performance evaluations on junior high school, their impartiality and professionalism are questioned by many people because of the educational evaluator, who is administrative department. In recent years, our school evaluation has got certain development with the appearance of the third-party educational evaluation agencies. However, these third-party educational evaluation agencies are primarily oriented to the higher educational field, and mostly established from top to down by the government, which makes them lacking of independence. Therefore, there is a certain research value to explore the building of the third party educational evaluation agencies and the formulation of the scheme of the third-party educational evaluation agencies applied to junior high school performance evaluation.Firstly, the article combs the research status of junior high school performance evaluation organized by the third-party educational evaluation agencies, and defined its related concepts. Secondly, it describes the characteristics and the principles on the building of the third-party educational evaluation agencies. The article discusses the profile of domestic and foreign third-party educational evaluation agencies. From above aspects, we explored the building of the third-party educational evaluation agencies, including the confirmation of the agency’ nature, the set of the agency’ functional departments and the major responsibilities, the recruitment of the agency’ members and the register of the agency. The article also describes the source of the agency’ funding and the policy supported from the government in the chapter named start and guarantee. In the end, formulating the scheme of the third-party educational evaluation agencies applied to junior high school performance evaluation.
