As the key link to practice teaching of colleges, internship is not only the necessary process for college students to transfer theoretical knowledge into practical ability but also the important way to cultivate talents to meet the needs of social economic development under the popularization of higher education. College internship system is a standard and system behavior. However, due to the lack of perfect college internship system, the implementation of internship is affected and internship quality does not achieve the desired effect. Therefore, the research on the improvement of college internship system reform has certain practical values.This paper divides higher institution internship system into government plan management period, higher education management system transition period and multiple benefits subjects participation period by using historical analysis method, policy analysis method and stakeholder theory analysis method. The multiple benefits subjects of higher institution internship include higher institution, students, internship units and government. Meanwhile, due to the diversification of subjects and different interests in different subject, there existed some conflicts during the internship process. These conflicts mainly include the conflicts between higher institution and internship units in target orientation and economic interests, the conflicts between government and higher institution in excessive management and management absence as well as the conflicts between students and internship units in responsibilities and interest demand. In practice, the main reason of causing these conflicts are the lack of higher institution guarantee policy and imperfect higher institution internship management system.Aiming at the interest conflicts in the internship process, it is essential to build sound higher institution internship guarantee policy and improve the higher institution internship management system so as to reform higher institution internship system. From the aspect of guarantee policy, it is required to improve the policies and laws and regulations of higher institution internship, establish incentive policy of internship units, define the responsibilities of higher institution, internship units and government and ensure the rights of intern students to improve higher institution internship system. From the aspect of internship management system, it needs to establish sound higher institution internship management organization, higher institution internship fund guarantee system, higher institution internship multiple subjects cooperation system and higher institution internship evaluation system to improve higher institution internship system.
