With the publish of the outline for national long-term education reform and development(2010-2020), the central government clearly to promote the diversification of senior high school. Then, according to the actual situation the local governments have introduced to promote the characteristics and diversification of senior high school. The local laws and regulations that local governments promulgated look like similar with each other and traced of imitation obviously. However, our country as vast that there are many differences in social and economic development in each area. The similar measures may not produce the same results. In order to promote the diversification of senior high school in region, the local governments must based on the in-depth study of local social situation, and then formulate relevant laws and regulations. Only in this way, the local governments can reach their goals. Because of located in the core region of the Yangtze River Economic Zone, the social economic level of Ningbo is at the forefront of the national major cities. Taking Ningbo city as an example in this article, we will study how to realize the diversification of senior high school in rich region so as to provide reference for local governments decision-making from the point of view of government.This article takes the diversification of senior high school in Ningbo as the object of study. Using the literature analysis, interview and inquiry method and comparative research method, we try to study the diversification of senior high school in Ningbo objectively comprehensively and deeply, to provide useful reference for building the top-level design of diversification of senior high school regionally. The article firstly analyzes the senior high school education’s orientation after introducing the historical evolution of senior high school education and then investigates the theoretical basis of the top-level design of diversification of senior high school from the perspective of psychology, pedagogic and administration science. Secondly, from the background environment, laws and regulations, measures and achieved results, the article describes the present status of diversification of senior high school in Ningbo comprehensively. On the base of the above, this paper construct a tree-dimensional analysis framework which include the government as the core, the responsibilities between governments and schools, the coexistence relationship between schools under the guidance of governments and the development relationship among governments, teachers and students. This framework will be used for analysis the problems in the process of diversification of senior high school in Ningbo. Finally, rethinking the questions of diversification of senor high schools in Ningbo, this article proposes the principles, framework and realizing route of the diversification of senior high school on the top-level design in region from the view of government.
