Since 2000, Xinjiang’s economic development has been unprecedented attention and concern. A series of national policy supporting to promote rapid economic growth in xinjiang, such as implementation of the strategy of west development,vigorously carrying out counterpart aid xinjiang work and the implementation of the“One Belt And One Road” strategy. Historical experience and theoretical studies have showed that rapid economic development at the same time inevitably accompanied by a large number of migration of the population. So from the perspective of economics of population, the research in the new period of xinjiang provincial migration of population and social and economic development has a certain theoretical significance and practical significance.Taking xinjiang provincial migration population as the research object, using theoretical analysis and empirical analysis, the combination of qualitative description and quantitative analysis, combining the methods of comparative analysis and grey correlation analysis, xinjiang sixth census data in 2010, the fifth census data in 2000,the fourth census data in 1990, statistical yearbook of xinjiang, over the years the social economic statistic bulletin and annual survey of Xinjiang Yearbook for the data source in xinjiang. mainly studied the following contents: How’s the population migration situation nearly a decade of xinjiang? What are the similarities and differences compared with the past ten years or twenty years? Which types of migrating population contributes to the economic development in xinjiang? How’s the contribution? What are the positive and negative impacts on Xinjiang social and economic growth? How are the impact on the population migration since 2000 when implementing the western development and four years after the first counterpart aid xinjiang work conference in 2010 and the implementation of the“One Belt And One Road” strategy and the severe security situation in Xinjiang?The main research conclusions are:(1) the inter-provincial migration population in xinjiang in the new period is larger, growth.more rapid; increased of the inprovince migration and migration out of the province is on the decline.(2) the residence time of xinjiang provincial migration population longer than six years or more of the population proportion is the largest, may be affected by the early immigrants; The population of less than one year also is higher, may be greatly influenced by regional economic development.(3) the proportion of the middle-aged and elderly group population increased, the youth population decline; Overall sex ratio rise but back into balance.(4) the overall level of education has increased,provincial population migrations are mainly elementary school, junior high school and high school education population; the education degree of migration out of the province is generally low, the population proportion with cultural level under junior high school is higher; On the contrary, the migration in the province with culture level more than high school is higher.(5) the occupational structure of the population migration mainly agriculture, forestry and fishing water conservation production personnel, production and transportation equipment operators and related personnel,business and service personnel, the rate of migration out of the province is higher than the population migration in the province, with a strong and choose professional regional migration of the population.(6) the migrations give priority to cities which economic develop fast, and mainly move in urumqi, the proportion is 35.05%.(7)Where the migrations come basically remain unchanged, the main source of Henan,Sichuan, Gansu; Source of migrants into balance as a whole.(8) working in business is the main reasons for migration, and increased by 10.68%; The rate of migration working in business who come from the outside is higher than that in the province migration population as a proportion of 34.87%.(9) provincial migration population in xinjiang have bigger influence on the social and economic development of xinjiang, The outside province migration contribution to the development of social economy is greater than the population migration of the population in the province.(10) the factors to promote the development of xinjiang economy such as implementation of the western development strategy, vigorously carrying out counterpart aid xinjiang work and the implementation of the “One Belt And One Road” strategy basicly offset the negative economic impact of the situation from the xinjiang social security and stability; In general, the rapid development of social economy in xinjiang has attracted a large number of inter-provincial migration of the population.Xinjiang provincial population migration still exist many problems to be solved also didn’t study, such as the settle problem of the migration, the problems of the employment, children going to school, social insurance, social management and so on.
