China has the largest population in the world at present. On the one hand, the large population has led to a demographic dividend and promoted rapid economic growth in China. On the other hand, because of the too fast population growth,the harmony of man and nature has been destroyed, which also caused great pressure on many aspects, such as resources, environment and employment. So family planning policy arises at the historic moment. As a basic state policy, family planning has been implemented more than 30 years, which Stabilizes the low fertility level in China and plays a vital role on the population control in our country. However, with the development of The Times, family planning policy has caused a lot of problems such as an aging population and unbalanced sex ratio at birth, which makes family planning policy have to face the adjustment and reform. In this paper, firstly,I want to introduce the development of Family Planning, Combining with practical problems caused by family planning. Then reference the effective experience of foreign countries. At last, I try to put forward some suggestions for the adjustment and reform of family planning.Firstly,this paper briefly introduces the historical origin, establishment and development of the family planning policy by means of the historical analysis. Especially presenting the historical evolution of the family planning policy and evaluating the achievements of it.Then,The author analyses the ethical and legal disputes caused by the family planning policy, such as the unbalance sex ratio at birth,the aging of the population, etc. By the analysis of the reform measures that our country have implemented, the author stresses the necessity to further improve the current family planning policy. Finally,Using the comparative analysis and the experiences of other countries related to population problem, the author provides recommendations in three aspects: from Attaching great importance to the propaganda of fertility concept and moral values;adjustment of the family planning itself; perfection of the relevant laws, regulations and policies, aiming to prefect the policy of family planning.
