Population is a major issue affecting China’s history and development. Since the 1970 s, the implementation of family planning policy called "one couple, one child" has effectively controlled the rapidly growing population. Family planning policy is to make the population growth adapt to development of our economy and society, so that the population can have a long-term balanced development. Accompanied by changes in the continuous development of our economy and society, the family planning policy has also been adjusting people’s reproductive attitudes are changing. As 2013 Third Plenary Session decided to implement "two-child policy for only-child parent", fertility desires of separate families gradually were concerned widespread. The newly revised implementation of the “Shandong Population and Family Planning Regulations” clearly defined that a second child was allowed if one or both of husband and wife was the only child. What kind of choice will family with only-child parent make as qualified subject of birth? The core issue in this article is their desire for fertilizing a second child and its influencing factors.This thesis was discussed from these aspects below. The background, aim and implication, method and frame of research was introduced in the introduction part. The review presents the current conditions of relevant concept, theory, desire of fertility and its influencing factors at home and abroad. The essential circumstance of desire of fertilizing a second child in town was introduced from the aspects of fertility aim, interval of fertility age and gender of the second child. The influencing factors were also discoursed from economy, personal development of only-child couples, educational attainment of fertility groups and whether children were taken care of. According to these problem, the fertility desire of second child was investigated and analyzed in the urban group of family with only-child parent. It was observed that traditional conception has been given up while the new one was forming. The family with only-child parent in town has more autonomy on the fertility selection of second child. They think boy and girl are equal, which shows no obvious birth preference. The aim of fertility is to satisfy their own mental demand, improve the feeling, to add joy of family life. What’s more, a comparison analysis were operated in families with only-child parent between newly-married couples and couples with one child. Difference of fertility desire exists in the two groups for sure because the newly-married couples haven’t experienced the problems such as the cost of time, energy and finance on bringing up child and family education, etc. So more value of reference is observed by comparison analysis between the two groups than analysis on either one group. In addition, a pioneer research was investigated on the fertility desire of urban group of family with only-child parent after the fertility policy on family with only-child parent, which possesses important practical and social implications.
