With the continuous development of world economy, politics,culture and education, in order to cater to the development of the world and accelerate the modernization process of China, a series of principles and policies are formulated and implemented. For having China’s education keep up the world’s pace, we made several reforms to our basic education by putting forward different reform strategies in different aspects. With the deepening and widening of the reforms of basic curriculum, curriculum resource reforms also were put forward. The reforms mean to promote the development and utilization of curriculum resources of every subject, so English is included. The English curriculum resource reform is essential to the implement and design of English curriculum, so more and more educators at home and abroad focus on English curriculum resource reform. As a result, the definition of curriculum resources and English education resources, the contents of curriculum resources and the ways to develop and use English curriculum resources were put forward in The Reform Program for Basic Curriculum(Trial) and The English Curriculum Standards in the Compulsory Education(2011) which were issued in 2001. More and more educators pay attention to the development and utilization of English curriculum resources due to the government attaches great importance to it.In order to have the development and utilization of English curriculum resources produce positive and significant influence on schools, teachers and students, we must enforce the development and utilization of English curriculum resources in every school. This paper is an empirical study which consists of three parts:The first part is composed of two chapters, chapter one and chapter two. The introduction part includes the background, significance,purpose, scope definition, literature review, study approach and design and general introduction of English curriculum resources. This part is the theoretical part of this paper.The second part consists of chapter three and chapter four, which contains an empirical case study of the development and utilization of English curriculum resources. A series of practical researches of the development and utilization of English curriculum resources were made in First Junior Middle School in Lhasa. Firstly, a practical research of the school was made aiming to find out how to develop and use English curriculum resources in listening, speaking, reading and writing based on the practical situation of school. And then, the perspectives of school leaders, teachers and students and parents on the development and utilization of English curriculum resources were concluded by making a comprehensive comparison and analysis to the result of questionnaire survey of teachers and students and interviews of parents.Part three consists of one chapter, the last one, which is about the conclusion and reconsideration of the outcome of this empirical case study. Firstly, it makes a reasonable analysis of existing problems in this empirical case study. Secondly, it raises the corresponding countermeasures to the problems. Lastly, it summarizes the whole study and the countermeasures and the deficiencies of his study.
