May 2014, the CPC Central Committee General Secretary Xi Jinping highly summarized the stage characteristics of China’s economic development using the term "new normal".’New normal" has gradually become the keywords of Xi Jinping’s new concept of governance. The words first appearing in the economic field are gradually and widely used in all areas of society, the objective reality shows that Chinese society is conducting a new round of social transformatioa There will be gradual transformation into a new social norm, education also will be entering a new normal. Under the new normal, education starts from survival to development, from low to high level, from advocating knowledge-based, traditional education to gradually being replaced by modern education advocating quality, capability,innovation and development of the personality, and in this process, modern information technology and educational integration trend are intensified, presenting new characteristics..High school education is an important part of the whole national education, which includes moral, intellectual, physical, aesthetic and labor education and other aspects, among them moral education is the basis of the secondary education. Mo re importantly,the success of high school moral education determines whether school can cultivate the social talents, and thus determine the future direction of social development and forward direction of China. Under the influence of new normal education, high schools are facing more challenges and requirements. In moral education, it requires schools to focus on a higher value pursuit, develop a more scientific and rational goal of moral education, innovate moral education on ways and means and have deep and profound humanistic and human feelings.Faced with the new requirements of the new normal high school education for moral education, based on the reality of high school moral education, through access to relevant theoretical literature and field visits to observe, it is found that there exist the following problems, such as "intellectual and moral dislocation, morality and cart before the horse," "moral content out of touch, moral activity monotonous "," backward means of moral education, lack of innovation method "," single evaluation mechanism, moral atmosphere is not strong "," moral education a mere formality, leading functional weakening "and other problems, by analyzing these reasons behind the problems, including "educational system is backward, the school of thought utilitarian", "moral education concept behind the effect is difficult to play," "multi-cultural impact, moral deterioration of the environment", "material foundation is weak, moral education lack of funds "and so on.
