China’s economic growth appears consecutive decline in the year of 2013 and 2014, and the growth is obviously insufficient. The industrial structure problems continue to highlight. However, with the deepening adjustment of regional industrial structure, the relationship between population and industry has become an important issue need to be settled. The purpose of this paper is to explore the mutual influence between population and industry, and taking municipalities and sub-provincial cities as representative to explore the long-term relationship between population aggregation and industrial transformation in the developing of big cities. This paper chooses the big cities mainly because of the cities absorbed most of the floating population and the contributions of population to the industrial development are more obvious. In addition, the industry structure of big cities is better than small and medium-sized cities, the research of the big cities can provide an important reference for the industrial development of small and medium sized cities in the future.Based on the production function of the second industry and the third industry, using the panel data model, this paper calculates the contribution of labor to the different industries in the big cities. The results show that, the contributions of population to the industrial development can be not underestimated both in second and third industries. The rapid increase of population plays an important role in promoting industrial development, and it has been the main driving force of economic growth in the past ten years. Further, the role of population on industry is increasing. It can be said that human capital plays an important role and cannot be replaced in driving industrial development and upgrading industrial structure in the future. At the same time, the sustained and rapid development of industry in enhancing the quality of population and the knowledge structure of population plays a positive role.
