All along, the higher education for social progress, economic development, and cultural development has an important role in promoting. Education not only provides for the overall development of the society of high-quality qualified personnel, it is a source of innovation, to provide protection for scientific research and innovation, so the development of higher education means a country or region’s economic progress and the quality of personnel. And it is in the knowledge-based global economy, determines a country’s core competitiveness, and development of higher education for the development of a country or region play an important role in promoting. Therefore, countries attach great importance to the reasonable and effective investment in higher education outputs.With the expansion of higher education, researchers and the public began to pay attention to the efficiency of higher education schools. Development of Higher Education Development in Xinjiang is relatively backward in other provinces of the country, and there is insufficient investment, educational resources per capita possession of less investment and low efficiency phenomenon. This gradually restricted my area of education and economic and social development of the disorder. So how can we make use of scarce resources into the appropriate place, to get better output efficiency has become a major problem to be solved. Meanwhile, the implementation of today’s leaps and bounds, and enhance our region’s higher education investment structure, optimize the output efficiency of higher education in our region of Xinjiang for the leading role of higher education development and economic growth are also in the study. Therefore, research and development investment and output efficiency and Higher Education for Xinjiang’s economic development for our region’s role become aroused and government attention important reality.The survey data show that by 2013, Xinjiang universities students reach 295,292 people, including 11 colleges students reach 203,193 people, accounting for 69% of the total. Therefore, we selected the most representative of Xinjiang 11 ordinary colleges and universities for the study, based on human capital theory, growth theory, the theory of the method of education economics, statistics, econometrics, analysis and research into higher education and correspondence relationship between output and evaluation system established for this purpose input and output efficiency Xinjiang Higher Education. Based on the analysis and measuring the efficiency of higher education inputs and outputs, and analyzes the development of interdependence between higher education and economic growth in Xinjiang, the common development of relations on this.In this paper, input and output factors Xinjiang 11 Ordinary Universities for the study, using data envelopment analysis(DEA) efficiency analysis. The basic model using DEA for 11 universities efficiency estimates. Secondly, according to technology effectively 11 universities and further use of DEA super-efficiency model for ultra efficiency analysis, and sorted according to the size of the efficiency values. Draw some colleges and universities at low or ineffective waste of resources and output efficiency of the state, while this factor analysis and put forward suggestions to solve the problem.
