Community workers mainly include community neighborhood committee cadres and community professionals. The Sixth Plenary Session of its Sixteenth Central Committee of Chinese Communist Party pointed out that to build a grand social work talent team,so China’s social work talent team construction which was formally incorporated into modernization. With the proposal and development of community service system construction, The team of community workers construction has been attention and become an important part of the construction of Chinese community service system.This paper takes the team of community workers structure as a breakthrough point,and takes research group of the questionnaire that is about differences in the development of community services in urban and rural and The construction of community service system in Chongqing, the interview records and the results of SPSS data as a import basis,combines with relevant literature,comparing with the foreign community worker team construction experience,analysis the current situation of Chinese community workers and the existing problems,identify the causes of problems,takes the human resources related theory as the instruction,proposed feasible suggestions that optimize structure of the community workers.The aim is to build the more knowledgeable, younger,occupation,and specialization of China community workers,the ultimate aim is to lay the foundation for the building of China community service system and the integration of urban and rural construction in China.The paper based on a large number of documents, combined with interviews and questionnaires,and data description, found that the sex structure and the age structure China community worker troop structure is unreasonable; lower culture level; working life partial short, experience structure unreasonable and the title structure unreasonable,degree of specialization is not higher, the main reason is the problems left over by historical issues, low salaries, it is difficult to attract and retain qualified personnel,heavy task, low social status,promotion mechanism is not perfect, the development prospect of unknown occupation and inadequate training, professional education is not perfect.This paper puts forward, should promote the unification of classification management, to lay a good foundation for optimizing the staff structure,establish a reasonable salary system, effective to attract excellent talents into the community,rights and responsibilities clear, keep the talent structure optimizationexperience, perfect the evaluation and promotion mechanism, cultivating community work occupation development environment and participatory training and professional education combined, comprehensive the method to improve the professional quality of the community workers, to retain and upgrade the existing personnel, effectively attract the best talent into the community, comprehensive solution to the existing problem in the structure of China community workers, and create good conditions for cultivating qualified talent team of community waokers.
