As the key link of performance management in school, performance evaluation is an important means to improve the efficiency of management, which is important for the quality of education, become an integral part of the public service units`performance management. However, there exists kind of problems in public schools`teacher performance evaluation. Evaluate objection is administrative, performance evaluation index system is too simple, evaluation method is quantizing, lacking communication during evaluation and so on. These problems impact the use of performance evaluation; have a negative impact on quality of education.We take teachers` performance evaluation index system as our point; choose Dong Guan KY middle school as the case to study. Firstly, from the Street-level bureaucrat theory view, analyzing problems and reasons of the current index system base on a comprehensive understanding of it; secondly, referencing BSC and KPI,setting a preliminary index system, then taking questionnaire about 162 teachers in KY middle school; finally, using factor analysis to deal with the data, building a new index system for teachers in KY middle school with less information lose. Compared to current index system, this new one can avoid some problems, it can promote the implementation of the performance evaluation, and can be a reference to other public middle schools.
