RBM and patent issues related to research and education reform are of great theoretical and practical research value.Higher education institutions as the talent training and scientific research base, became the birthplace of knowledge, technology and patent and the core base of national knowledge innovation and the biggest owners of intellectual property rights. So the patent work in colleges anduniversities should be given attention. We can find that through the study of the patent literature that most of current research on the patent of the patent system, application, protection, management and implementation of transformation direction of research. And as a result of the economic development gap, which leads to the uneven development of east-west university intellectual property, very few patent researches of Gui zhou Province colleges and universities. University patent management work is the key factor in the entire patent production from produce to use.Thus, this paper aimed at practical issues university research project management in recent years, emerging outcome of the patent and patent management and other aspects of research. Survey findings and theoretical results of the paper, can provide a reference for future research universities to improve the level of management in education reform to proceed, and also for research and assess the effectiveness of the province’s Higher Education Reform, to provide some reliable basic data.In this paper, we are firstly based on the application and management present situation investigation and study of Gui zhou university, and analyzed the present situation of Gui zhou university patent management to find out the existing problems. Secondly this article focus on patent application of funding management policy of Gui zhou university to find out the problems existing in the implementation process and the effect. Finally we focus on the study of Chemical patents,at the same time analyzed restricting factors of the development of chemical patents, and find the solutions.Therefore, in this article, through the methods of literature research,on-the-spot investigation, interview and so on, from the patentapplications,management, and apply for funding policy study of 18 colleges and universities of second classes in Gui zhou. Find various colleges and universities in the patent management and incentive obvious differences on policy, research has also led to significant differences in the quantity and quality of the patent. Paper making widespread research,based on the existing problems of research do our best to find and put forward the best possible solutions to solve problems, to provide reference for the Guizhou province college patent management improvement and development, but also provide detailed and reliable first-hand information to assess the effectiveness of research and education reform.
