With the deepening development of the era of knowledge economy, the role of talent in society is get more and more attention of various countries and regions. Institutions of higher learning as an important output department of talent, its importance is self-evident. Due to the particularity of university education, the quality of education is directly related to the success or failure of the school education. As the main part of education in universities, the importance of teacher of university education and personnel training is critical. Therefore, college teachers’ job performance will determine the final development of the school. Based on this, establish a scientific and effective, objective and rational university will good at improving teachers’ comprehensive quality and promoting the comprehensive competitiveness of and ensuring the sustainable development of universities. So it has important practical significance by building the teachers’ performance appraisal system in CJ College.First, the paper will analysis the content and theory of teachers’ performance appraisal system, then analysis the present situation of the teachers’ performance appraisal system of CJ College and points out the existing problems and deficiencies. Using the BSC method to build the scientific and reasonable, quantitative, objective, comprehensive and practical operational performance evaluation system of teachers. In this paper, I use the CJ College teacher as the research object. Considering current situation of the development of the school and the work characteristics of college teachers, then using the BSC method and Delphi method to determine the weight of each metric. At last, I use the result of this paper to put forward a series measures on how to implement the teachers’ performance evaluation and application of the assessment results.This paper adopted the human resource management theory and mathematics knowledges, and set up a more complete and scientific performance appraisal indicator system, the teachers’ performance appraisal system in CJ College get a innovation.The result of this paper will work as a guide in the establishment and the improvement of teachers’ performance appraisal system in CJ College, which may be attributable to other universities in carrying out similar work.
